British Army going wheeled?

The MOD has released to the public a voluntary ex ante transparency notice in which it reveals that it has asked the Organisation for Joint Armament Cooperation (OCCAR) to enter a contract for the delivery of between 400 and 600 Boxer 8x8 for the Mechanised Infantry Vehicle programme.

The notice says that 4 variants are requested, in addition to driver training vehicles, reference vehicles and related support.
The four variants are not detailed, and subsequent reports are not in complete agreement. APC and Command variants are a given, and there seems to be a consensus on the third variant being the Ambulance, but the fourth variant is given as either a Mortar Carrier or an “Equipment Support Vehicle”, which presumably would combine Recovery and Repair functions in a single vehicle. It must be noted that both Mortar and Recovery/Repair variants of the Boxer aren’t yet in production and have not been ordered by anyone, although the development of both is a distinct possibility and one of the latest Boxer customers, Slovenia, has expressed a mortar requirement.
Naturally, the development of new mission modules is a possibility and could indeed represent a chance for the british industry to develop something that could be exported to other users.

What is most interesting in the notice is the number of vehicles that are anticipated: a first batch of at least 400 vehicles is significantly larger than the expected 300 – 350 that were commonly mentioned in recent times. 400 vehicles would comfortably cover the “Strike” requirement of 4 battalions, with substantial room for additional vehicles which would cover, probably, the replacement of FV432 variants in other formations; beginning, judging from the variants, with the FV432 ambulance which is found in tank regiments, armoured infantry battalions and armoured medical regiments. The Warrior CSP requirement is understood to be for 380 vehicles, of which 245 IFVs and the others in Joint Fires direction (FV524 variant) and the 522 and 523 REME variants. The number of battalions is the same, 4, so it is immediately evident that even the lowest quantity mentioned in the notice includes vehicles for roles outside the STRIKE infantry; or, less likely, an ambition for additional mechanized battalions.

The notice specifies that additional variants and requirements could follow, and it specifically mentions the adoption of a “medium gun”, basically implying an IFV variant.
Moreover, the notice specifies that the MOD is asking for the option of ordering up to 900 more vehicles, for a total of 1500.
1500 does not appear to be a casual number: the Army has been planning for 380 upgraded Warriors; declares on its website 409 FV432 still in use; and fields / stores a fleet of 305 Mastiff Troop Carrier Vehicles plus 127 specialistic variants (Enhanced Communications Variant, Interim ECM, Interim EOD [possibly 23], ambulance, Protected Eyes / Praetorian) plus 118 Ridgback Troop Carrier Vehicles and 51 specialistic variants (Command, Ambulance), supported by 125 Wolfhound (Utility and at least 44 between Military Working Dog and EOD).
The total is 1515. Coincidence? Probably no.

It seems more and more likely that the troubled Warrior CSP will, in the end, be cancelled. This MIV notice seems to prepare for a WCSP cancellation scenario by making provision for the numbers and the addition of a medium gun.
Moreover, it clearly includes numbers sufficient to cover the replacement of all remaining FV432 variants as well, which means that the Armoured Battlegroup Support Vehicle, officially “descoped” in 2016 as part of cost-growth management measures within the programme “Armoured Infantry 2026”, might just be dead for good, in favor of a huge MIV purchase.

The Warrior CSP has repeatedly missed its target dates and remains without a manufacture contract. Work is advanced on the turret and the 245 CTA40 guns are under contract, but it is not impossible to imagine a scenario which migrates the turrets onto Boxer hulls.
Lockheed Martin, perhaps genuinely aiming at future MIV requirements or perhaps shielding itself from the possibility of a WCSP cancellation, has already showcased its Export version of the turret on a Boxer.

The replacement of WCSP with more MIV would put the British Army on the same path chosen by France with the VBCI, which entirely replaced their own tracked IFVs. Moreover, the replacement of FV432 with MIV variants would represent a rather dramatic shift in favor of wheels, completely changing the scenario that currently exists within the British Army.   
Such a change of heart would do wonders for commonality and obsolescence removal from what is an aging fleet of fleets, but it would also sideline Ajax even further, leading to further questions about where the tracked heir to FRES should sit.
Ever since the SDSR 2015 was published, Ajax has looked more and more lost, ultimately resulting in its “re-branding” into a “medium armour” capability which has, it is fair to say, convinced very few people.
I’ve been and I continue to be a huge critic of the idea of leaving the armoured infantry brigades devoid of their own recce cavalry, especially if the reason to do so is to use the Ajax’s 40mm gun in support of toothless APCs in Strike Brigades. That, in my opinion, is the way to ruin both brigade types at once, destroying the capability of both.

A reassessment of how the various fleets will work together and how the various requirements can be covered has been a clear necessity for years, and has been a recurring theme in my posts on armour plans. A “full-MIV” scenario is not a bad outcome, and this notice seems to prepare the ground for such an approach, but it is absolutely regrettable that in the meanwhile hundreds of millions will have been expended for near zero return. If WCSP is cancelled, the Army will have once more wasted years and hundreds of millions for nothing.
Moreover, it is extraordinary that Ajax took less than a year from contract award to become a “problem”; a platform desperately looking for a role and place which is not in conflict with everything else.
Another rational alternative would be to renegotiate the Ajax contract if possible and add an IFV variant, which is being offered by General Dynamics for export, including to Australia. If Warrior CSP was cancelled in favor of an Ajax IFV variant, the british army could then concentrate all tracks in the armoured brigades and all wheels in the Strike brigades, which would enable the two formations to truly exploit their own strengths without the compromises imposed by a sub-optimal mix.
I can’t help but say it again: that the army has gotten this far without being able to formulate a comprehensive plan is an extraordinary failure, born not so much out of lack of money (Ajax is anything but cheap) but out of lack of long term vision.
I’d “gladly” sacrifice WCSP if it meant finally making a choice and getting on with it. This is the kind of thing that the Modernising Defence Programme should be about, but any residual bit of confidence in the process has been disintegrated by the insultingly pointless “statement” released this past week.


A variety of internal arrangements are offered. The Australian CRV comes with four dismounts, but an IFV variant with manned turret and a full team of 8 dismounts is also a possibility. Warrior CSP would have six dismounts; if replaced by more MIV it might allow an uplift in the number of dismounts without armoured infantry battalions

The notice notes that a 1500 vehicles programme could mean an expenditure of 11.5 billion over two decades. Is this unaffordable? For sure it would be challenging. However, in April 2014, the MOD decided to split the massive “Mounted Close Combat Capability Change” programme into four:

-          Armoured Cavalry 2025
-          Armoured Infantry 2026
-          Armour; Main Battle Tank 2025
-          Mechanized Infantry 2029

The date at the end indicates the desired completion time. The budget for the Mounted Close Combat super-programme was 17.251,83 million pounds, with a project end date set for 31 december 2033.
Data released this year, and current to September 2017, reveals that the Armoured Cavalry programme has a budget of 6258,19 million, for procuring, putting in service and supporting for the first few years the Ajax fleet.
The Armoured Infantry programme was composed by Warrior CSP, but was also meant to include the Armoured Battlegroup Support Vehicle programme. The budget was consistently given as higher than 2 billion, even when ABSV was descoped and pushed to the right with the ambition of becoming its own Categoary A programme. In the latest report, pretty much all data, including the budget value, is not disclosed for reasons of “commercial interest”, as the MOD is locked into discussions with Lockheed Martin, the prime contractor for WCSP.
The budget for the Challenger 2 LEP is also not disclosed although in previous years it danced between 700 and 900 million.
Mechanized Infantry 2029 seems to now be just “MIV”, and naturally, all numbers for it are hidden as well.
A part of those 17 billions has been of course expended, but the new “super-MIV” programme would extend past 2033 (significant costs are related to support in the long term, not to procurement). In theory, there were always going to be significant sums available for armour programmes, but keeping track of it is simply impossible due to the insufficient and often contradictory information released by the MOD.

Industrially, Rheinmetall / ARTEC have put together an impressive proposal, with 100% assembly in the UK and a commitment to manufacture 60% of the vehicle value in the country. Before the MOD choice was announced, one of the two partners in the ARTEC consortium, Krauss-Maffei Wegmann (KMW), had already funded new tools at William Cook’s Sheffield and Leeds factories to prepare to manufacture the high strength steel castings, bullet and blast proof, for the Boxer.
A production line will be stood up in the UK, where “most” of the design work for eventual new, British-specific mission modules would take place, along with construction and integration of modules and final assembly of the vehicle.
ARTEC has taken onboard BAE Systems, Pearson Engineering, Raytheon U.K. and Thales U.K as partners for the Boxer programme, and a sizeable production run would bring a lot of work to the sector, for many years.

So far, Germany has ordered 272 BOXER starting in 2009, with a follow-on order recently for another 131. The Netherlands purchased 200 and the last delivery has just taken place. Lithuania ordered 88; Australia selected Boxer for its army reconnaissance vehicle requirement for 211 vehicles and 223 modules and Slovenia has selected the Boxer for its battlegroups and plans a first batch of 48 IFV.
The UK’s order will at least equal Germany’s and could, depending on follow-on decisions, become by far the largest. Indeed, if the options were to be exercised, the UK’s order would swell the Boxer fleet until it is the second largest 8x8 programme in NATO after the US Stryker.
This, obviously, would have a technical and economical impact on UK’s capability in the armoured vehicle sector.

Capability-wise, the Boxer is a proven solution and was all along the candidate with the best growth margins. Reportedly, the UK will go from the start with the “full-fat” variant sized for 38.5 tons gross weight, giving ample margin to add new capability, including turrets and weapons.
The Boxer notoriously uses a common hull which is “missionized” thanks to modules installed in the back cradle. This modularity is unlikely to ever be a major factor during operations (“swap module and role mid-way through an operation”) but greatly eases the addition and evolution of capabilities during the service life. The modules can be detached from the hull and mounted in container-sized cradles for transport or to be operated inside bases, once hooked up to power and services. This potentially eases training and can reduce somewhat the requirement for hulls: the Australian Army, notably, somewhat downsized its planned purchase (from 225 to 211 vehicles) and procured more mission modules than hulls.

If Warrior CSP ends up cancelled, one particularly important variant to be acquired would be the Joint Fires variant, and Australia's work in this area could bring beneficial lessons.  



A different British Army?

The Army could be the service bringing the most changes to the MDP table. Jane’s is reporting that Gurkha numbers will swell further, probably because there is never a shortage of willing Gurkhas to recruit. The biggest novelty is that next year Gurkhas will stand up their own Specialised Infantry Battalion. Not clear yet if it’ll be the “optional 5th” which was always given as a possibility or if they will replace 2 LANCS as the 4th such unit.

The rebuilding of the Gurkha numbers after the cuts ordered in 2011 had already been announced and i had written about it already two years ago. 
What has since been detailed is that 2 additional Gurkha squadrons will be raised to strengthen 10 Queen’s Own Gurkha Logistic Regiment, while 2 extra signal squadrons are standing up: one within 3rd UK Division Signal Regiment (249 Sqn) and one within 16 Signal Regiment (247 Sqn). Gurkha engineers growth is also expected, perhaps with a new squadron to be formed within 36 RE.

It is also now official that the Wide Wet Gap Crossing capability is to grow, with the stored M3 being reactivated, and it has been announced that the capability will stay put in Germany, along with vehicle storage and a presence at the Sennelager training facility. Details are still scarce: in particular, the M3 permanence in Germany means a change of plans for 75 Royal Engineers.

The Royal Signals are about to disband the short-lived 2 Signal Group, which was created within 11 Signal Brigade to control the reserve signal regiments under Army 2020. Reserve signal regiments are being resubordinated as their roles expand (notably with FALCON training and equipment). 32 and 39 Signal Regiments, of the reserve, have resubordinated to 1 Signal Brigade in support of ARRC and High Readiness formations. Further changes might follow as the Royal Signals looks at the creation of hybrid regiments of regulars and reservists.
10 Signal Regiment, given its specialized roles (from reserve ECM to installation specialists), is resubordinating directly under 11 Signal Brigade, while 37 and 71 joint the regular regiments within 7 Signal Group, 11 Signal Brigade.
The Army’s Information Manoeuvre Strategy which was half-announced by Fallon has not surfaced yet, but could bring great changes. According to what Fallon said at the times, it would bring together the Corps of Signals with the Military Intelligence Corps, and also bring the creation of a second EW regiment. Nothing has been heard or seen since, but hopefully one day we’ll know more.

The Royal Engineers are about to reform 35 RE into an EOD & Search regiment, joining 33 RE in the role, at the cost of one armoured close support engineering formation. 33 and 35 RE will contain the Regular EOD squadrons, while Reserve EOD will be once more centralized in its own regiment, 101 RE. This reverses, once more, an Army 2020 decision which had turned 33 and 101 into Hybrid regiments. One can’t help but notice the completely different directions followed by Signals and Engineers…
In the meanwhile, 12 HQ & Support Sqn has stood up anew in 23 (Parachute) RE, after the regiment took in some extra manpower as part of Army 2020 Refine. 12 had disbanded in 2013 as part of Army 2020 changes. 
Next year it is expected that 28 Royal Engineers will stand up as CBRN formation, presumably pulling in FALCON Sqn, Royal Tank Regiment (Fuchs and wide area surveillance) and the Light capabilities of 27 Squadron, RAF Regiment, which has already absorbed 26 Sqn and is now standing up a Parachute capability for support to high readiness formations.
The formation of a (joint?) CBRN regiment is, of course, another U-turn over 2010 decisions. Did you notice the trend yet…?

26 Royal Artillery is now 3rd Division's Fires specialist, with GMLRS and Exactor, which means there is one less AS90 regiment and that a number of batteries have resubordinated (such as 176 (Abu Klea) Bty moving from 19 to 26 RA, or H Bty (Ramsay's Troop) moving from 1 RHA to 26 RA, rallying under the flag of 19 (Gibraltar) Bty), while others have gone into suspended animation, namely 17 (Corunna) Bty and 38 (Seringapatam) Bty
This reverts the de-centralization of GMLRS which had taken place under Army 2020. I'll be honest and say that this was one of the very few things of Army 2020 which i actually appreciated, because having a wider spread of GMRLS and Exactor meant putting the capability where it needs to be. 
26 RA will still end up parcellized all the time, sending out batteries to be battlegrouped to support this or that brigade, and while there are probably advantages to having all GMLRS training and management in the same place, the mixed artillery regiment is, i believe, the right way to go. Notoriously, i'm a champion of the approach "structure and train as close as possible as to how you fight", and i've already said more than once that i'm also all in favor of permanent combined arms battalions with tanks and armoured infantry working shoulder to shoulder. 
I'm also a huge supporter of Exactor and would very much like to see it employed more widely, perhaps not by the Royal Artillery but directly by infantry and cavalry. For now at least, the Army is not "listening". But it eventually turned back on many of the decisions of Army 2020 that i thought made no sense, so perhaps one day... 

Meanwhile, 42 Air Defence Support Bty has been disbanded and 12 and 16 Royal Artillery regiments will rebuild their own dedicate support elements to be able to deploy independently. They had been joined at the hip by Army 2020 cuts and related force structure changes, but, once again, a U-turn has followed. 

These are mostly good news, but we might find unpleasant truths later on. The long-delayed report on the future of the Army Air Corps bases is still not coming out, and the promised 4 squadrons of Wildcat helicopters are still only 2, even though deliveries have ended. This is worrying.

There could be big changes coming if Warrior CSP is given up and an “all-MIV approach” is approved.
My own advice to the British Army is to consider a wide-ranging rethink of Cavalry, reconnaissance and ISTAR. The confusion over Ajax’s role and deployment within the brigades and the fact that the future of battlegroup ISTAR is up in the air with no endorsed path to a Desert Hawk III replacement is alarming, and shows that FIND doesn’t have enough of a voice, or of a direction.
The Royal Artillery and the Cavalry are reportedly sparring over who should be responsible for the post DH III FIND, and depending on who you listen to, the spar seems to be about staying OUT of the role. I had a discussion with a cavalryman who said that “playing around with toy aircraft” is not a Cavalry role. I think and hope he doesn’t speak for the whole Corps, but it certainly left me with the worst of impressions. FIND is a key function which deserves a lot more effort. Brigades without a dedicate reconnaissance unit are a terrible idea which shouldn’t even have been put forwards. And it is ridiculous to think that the British Army can seriously think about high intensity warfare while fielding a grand total of 5 counter-artillery radars, and short ranged too.
If it takes a specific “ISR Corps” to bring a more rational approach in the sector, so be it. Each brigade will need its own ISR formation which can conduct reconnaissance, counter-reconnaissance and surveillance of the area of operations. Most nations have been organizing their cavalry according to these requirements or forming specific battlefield surveillance brigades in the case of the US Army. Mast-mounted sensors, radars and unmanned vehicles, both air and ground, have become part of the cavalry mission pretty much anywhere, with the UK as the only notable exception.
Ajax, and with it the whole recce cavalry concept, seem to have bogged down somewhere midway between the Squadron of American Brigade Combat Teams and the 8x8-based cavalry squadrons planned by the Italian army.

The US Army cavalry squadron in armoured BCTs is now composed of a tank company with 14 Abrams MBTs and the “6x36” model, in which each Troop has two platoons of 6 Bradley IFVs, each carrying 3 crew and 3 dismounts. One every two vehicles in the Troop is fitted with a LRAS long-range sensor, and the Squadron has its UAV platoon with RQ-7 Shadow drones, plus HUMINT/IMINT intelligence element.
Wheeled BTCs on Stryker replace the MBTs with the Mobile Gun System and TOW variants of Stryker. Notoriously, the US Army is moving towards the introduction of 30mm guns on the other Strykers.
In practice, the American recce cavalry has moved towards greater firepower and a greater number of dismounts. The Americans also hold on for dear life to mounted 120mm mortars.



The Italian army intends to restructure its cavalry on homogeneous regiments each containing a squadron of 8x8 Centauro II tank-destroyers, with 120/45 mm cannons; 2 squadrons of Freccia 8x8 in two variants, FAR and CLOSE; and another squadron of supporting elements.
The Freccia FAR closes equipped with HORUS tube-launched UAVs and a combined radar-EO sensor which can be dismounted or deployed on a telescopic mast; while the CLOSE carries dismounts plus an unmanned ground vehicle UGV, while replacing the HORUS tubes with SPIKE anti-tank missiles.

The Ajax is similar to the Bradley used by the American squadrons, but does not carry dismounts. Each Sabre Sqn will continue to have a support platoon with dismounts riding in Ares APCs, replacing the current Spartan, but it will be a small component.
We were told that there would be around 20 vehicles in a “Ground Based Surveillance” sub-variant of Ajax but it is not clear if it is still the case and what additional sensors, if any, this sub-variant will be able to bring to bear. Mast-mounted long range sensors are still nowhere to be seen, leaving Ajax essentially only with its main sight, which because of very questionable design decisions needs to be removed if a Protector remote weapon station is deemed necessary. Taken all together, these weaknesses expose just why I feel that the focus of the Ajax programme was sadly not really on ISR at all.

With the rush to Strike in 2015, Ajax is now attempting to re-invent itself as a “medium tank”, with at least half of the regiments literally leaving recce behind in favor of a combat role more akin to a real MBT.
This continues to be a rash and irrational decision, that the MDP should reverse.
Despite claims to the contrary, it looks like the Ajax family has been purchased as a one-for-one replacement of the Scimitar / Spartan combination, just much larger and heavier. Ajax as the dismount-less “tank”, with more protection and firepower but less deployability and stealth, supported by a handful of APCs carrying small teams of max four dismounts. There should be an “Overwatch” sub-variant of the Ares to give the formation some anti-tank punch, but it is not clear if it will offer any more capability than just carrying a Javelin dismounted team. In this sector, in many ways, the Army took a backward leap when it retired Striker and its Swingfire missiles back in 2005.

As it stands, the Ajax family does not have the firepower, nor the full range of sensors to be a truly capable ISR system. As for its attempt to be a Medium Tank, that is just insane.
The Army needs to approach the MDP as a chance to urgently reassess how Ajax will be used and distributed. A decision on WCSP is needed, and ABSV must absolutely be taken into account as well. If all the parts aren't considered within a much needed long term plan, the Army will end up in trouble again very soon.
And i will add that the Army also needs to organize the cavalry into a force that delivers the kind of ISR and punch that a modern brigade needs. And / or procure a "true" Medium Armour variant of Ajax, which would at least possess a more credible firepower.

A different refining process


This post explores in more detail my alternative proposal for Army 2020 Refine, which has already been the focus of several other posts. Here I will explain, and visualize with a table, the extent of the adjustments required to ensure that the Army has two workable divisions, with six workable brigades.
The comfort given by this alternative structure is a degree of repeatability. The army maintains the ability to support a brigade-sized deployment abroad enduringly. The army has two deployable divisions and does not reduce itself to a one-shot only 3rd Division, a six month “make it or break it”. Overall, it looks to me like a more rational and intelligent use of the scarce resources available.

It would be challenging, for many reasons, to accomplish this restructuring. The main concern is how bad recruitment figures are at the moment, particularly in key areas such as REME and Signals. The numbers, even with the removal of 3 infantry battalions, remain tight and cruel masters and careful management of resources would be required to assign the invaluable margin to this or that area.

As I’m not expecting any real budget increase, this restructuring is achieved by cancelling the Mechanized Infantry Vehicle, delaying the programme to a date to be determined. The current shape of Army 2020 Refine makes it clear that the army does not have enough resources to tackle MIV in a complete and proper way. Its introduction comes at the cost of a tremendous mutilation to the rest of the army, and I simply do not think it is worth it.
Manpower is recovered by removing 3 Light Role Infantry battalions; moving to Combined Arms Regiments in Heavy Armour and proceeding with 4 Specialized Infantry Battalions.
Extra manpower could be obtained by not rebuilding some of the Light Role battalions to a 3-companies structure, but this should be a measure of last resort. Cutting other battalions will be challenging unless supplementary tasks (2 battalions in Cyprus, 2 on Public Duty, 1 in Brunei, 1 in support of Special Forces) are downsized.

The complexity of the changes involved are significant, but Army 2020 Refine as described currently is not easy either, and the original Army 2020 wasn’t, either. What I’m advocating for is, for how I see it, a desperate call to the army and to government towards honesty and coherence. They cannot keep cutting while “saving capbadges” and pretend that they can contain the damage. They cannot. It is no use having 31 infantry battalions if there are supports to deploy 10 at best, two in each Army 2020 Refine armoured and strike brigade plus 2 in 16 Air Assault.
Preserving capbadges but cutting the means to deploy them meaningfully as complete battlegroups is simply idiotic, and it is time for realism to win the day, or attempting to fix the disaster later will result in a truly painful process.

Infantry

The reorganization will continue to include 4 Specialized Infantry Battalions, as planned in Army 2020 Refine. The concept is challenging for a variety of reasons, but the attractive of it is in moving the “enduring tasks” away from the other battalions, which can then focus on their primary combat roles. The SIBs also help in freeing up a lot of manpower which is desperately needed elsewhere.
The challenges of the concept come from the very aim of the Specialized Infantry Group: train, advise and assist allied forces abroad, maintaining an enduring presence in key areas of the world, such as the Middle and Far East, East Europe and Africa.

The concept of the Specialized Infantry Group sees each SIB aligned with an administrative Infantry Division, which feeds qualified personnel into the small but very busy battalion. The enduring presence in all sectors is to be achieved by assigning each region to a battalion, which will then rotate its companies in and out of the area, enduringly. With the battalions numbering some 270 to 300 men, all trades, the balance of deployed and dwell time will be tricky to manage, and the composition, strength and number of the companies will require accurate study.

Another huge question mark is on the Assist objective, and on the comparison, repeatedly used, that draws a parallel between SIBs and American Green Berets. The extent of the Assist objective will be absolutely central in determining what these battalions are going to be: will they become Special Operations Forces, a “second tier” element to the Special Forces proper? Will they step directly into the fight alongside those they have trained, and will they provide key direction  and support? It seems to be the intention, and it should be, to give proper meaning to this force. But this in turn introduces all sorts of questions about the status of these battalions and their recruitment need. If they become battalions about which the government might want, in some occasions, to use the “we do not comment on special operations” line, this will have obvious consequences in terms of pay, terms of service, etcetera.

It is also clear to me that if these battalions are going to “assist” in any meaningful way they shall be able to carry out complex tasks, one of which would be to reconnoiter and mark targets for air attacks. The Specialized Infantry Group should really be a Specialized Brigade, aligned with the UKSFSG, and to do its job properly would need to include extra Fire Support Teams / “stay behind” observation teams from the Artillery and, ideally, it would need a “cavalry” with its squadrons equipped with protected mobility and firepower vehicles to provide lift, force protection and firepower. But to achieve this, time and investment will be required, so I’m forced to leave this out.

More immediately, the Army 2020 Refine which I propose would disband 3 Light Role battalions. The Army has too many, more than it can adequately support with Combat Support and Combat Service Support formations. With no extra money and manpower on the way, the army needs to be honest with itself and sacrifice capbadges if need be, and recollect invaluable manpower by cutting some infantry battalions rather than by messing up and reducing supports even further. Reducing supports causes less political and media flak than disbanding a historic infantry battalion, but it is far more devastating to army capability, because it means being less and less able to properly deploy and support the infantry battalions that remain. Army 2020 Refine as currently planned is a brutal blow to army capability, reducing all supports from 5 to 4, further reducing the meaning of the Adaptable Force.
Removing three infantry battalions will recoup some 1680 posts. 1160 more posts come from the downsizing of 4 battalions into SIBs.

The Armoured Infantry battalions of Army 2020 Refine fall to a total of 4, from 6. This is kind of unavoidable because the Warrior CSP programme is planned to deliver enough vehicles for, you guess it, 4 battalions. Unless more money can be provided and more vehicles upgraded, there is no way around this single, massive roadblock.
Since more armoured infantry would also require more tanks in support, and so more money, we are not likely to go anywhere trying to maintain six battalions. My proposal is to follow the American (and, to a lesser degree, the Israeli) model and go for Combined Arms Regiments. In  fact, permanent, square 2+2 battlegroups that the Army knows well and appreciates.
6 such combines arms regiments would contain a total of six “small battalions” of infantry and six “small battalions” of tanks. 2 Tank Squadrons, with 14 tanks each, and an ISTAR Squadron with Ajax and Warrior-mounted scouts would form the “tank battalion”, while 2 armoured infantry companies plus a Support Weapons Company would form the infantry element.
All six capbadges currently connected to the Armoured Infantry stay in the role, but lose a company each. The loss of 6 companies, or two battalions, fixes the Warrior problem.
The new tank organization erases the cut to MBT numbers that the current Army 2020 Refine implies. 168 tanks are spread in squadrons of 14 across the 6 regiments, for a total of 168, the exact same total of the earlier Army 2020 with 3 regiments of 56 tanks each.

One challenge connected with the smaller battalions is career management for the soldiers within them. The infantry elements should not have too many issues as the battalions would all continue to be part of their respective infantry capbadges. The loss of companies is bad, but far from unprecedented: Army 2020 effectively robbed all Light Role infantry battalions of one company.
Tank “battalions” might benefit from being coupled together into regiments, since the “battalions” would not have a real independent HQ element of their own. For example, the Royal Tank Regiment could return to having a separate 1st and 2nd, as was pre-2010. The “Royal Hussars” could have a Queen’s and a King’s battalion. I have thought long and hard of the identities to choose for the last couple of battalions, but eventually I’ve decided to leave the issue unsettled for now. The romantic in me has tried to give life to a “Union Regiment” which would somehow tie together cavalry elements from across the UK. I’ve thought about splitting the Royal Scots Dragoon Guards into Royal Scots Greys and Carabiniers, but I’m hesitant to move them back to the heavy role and away from Leuchars or, at least, Scotland.

The Combined Arms Regiments have been described in detail here, although I would now recommend forming a separate “cavalry” company for reconnaissance / ISTAR. The manpower total would still be equal or slightly inferior to the 6135 men necessary for the original Army 2020 structure (3 tank regiments with 587 men each and 6 infantry battalions of 729).

Finally, on the infantry front, the plan requires an extra Mechanized Infantry battalion on Mastiff. Being 709 strong, such a battalion requires the expansion of one of the existing formations, and the use of some 150 posts.
The number of Foxhound-mounted battalions drops from 6 to 4, in order to move to 3-companies battalions (currently, the six light protected mobility battalions have only 2 rifle companies each). One Light Mechanized Battalion on Foxhound is assigned to each Mechanized and Light Brigade, plus one to 16 Air Assault.
All Light Role infantry battalions will rebuild the missing rifle company as well (Army 2020 Refine already includes this, uplifting the battalions from 560 or 580 for the Foxhound-mounted ones to 630). The cost in manpower is around 800 posts.

In order to fund all the changes and uplifts in other key areas, the main victim, money-wise, is the Mechanized Infantry Vehicle programme, which is delayed to a later date, to be defined. Although Mastiff has very real mobility problems, particularly over wet and soft terrain, the MIV programme as currently envisaged, in my opinion, costs too much and solves too little. The Army is mutilating itself in order to scrape together four battalions mounted on 8x8 vehicles which will almost certainly be mere APCs, very lightly armed. Their greater mobility would help, but the current Strike Brigade concept is full of contradictions and generally looks like a solution in search of a problem. It does not respond to any real need, especially because, in its current envisaged structure, even assuming it could move as much and as rapidly as general Carter claims, they would lack the firepower to be decisive once they get there.
As a consequence, instead of making one of the many 8x8 producers happy and rich, I’d want to focus on other areas first.



Armour

Army 2020 Refine is supposedly shaped by the “realization” that state on state warfare is not dead. However, while Germany, US and France rebuild their heavy armour components, the british army slashes its own and makes it even smaller. As so often happens, action is not coherent with narrative.
My Army 2020 Refine proposal removes the cut to MBT numbers. Indeed, I’d recommend adding a tank squadron within the reconnaissance cavalry regiments in the two heavy brigades. This would partially solve the lack of firepower of the fully-Ajax based regiment, which can hardly be a “recce by stealth” formation yet lacks the decisive punch to do recce by force. It would also contribute to more closely aligning the british heavy brigades with the US Army ABCTs, which are putting a tank company of 14 Abrams back into their own reconnaissance squadron, although, at least for now, by moving said company out of one of the three Combined Arms Battalions. This could change when the 2017 budget is approved and the manpower boost confirmed. The two british heavy brigades would be “super ABCTs”, more readily understood by the US Army alongside which they are most likely to operate.

An absolute priority for the british army must be solving the obsolescence of Challenger 2, so the cancellation of MIV should see some of the savings repurposed towards a more ambitious upgrade programme for the MBT, with the aim of replacing the powerpack and the rifled gun. Once the smoothbore gun is retrofitted, adoption of the latest advanced multi-purpose rounds and long-rod armor piercing rounds should immediately follow to give the MBT the necessary anti-armour punch and a true multi-role capability against structures and infantry in the open and behind cover.

Adding a tank company within two of the cavalry regiments would require an extra 28 frontline tanks on top of 168 for the Combined Arms Regiment. 196 active tanks still fit within the original Army 2020 fleet of 227, but re-activating some extra tanks would never hurt.

The Mechanized Infantry Brigades will get a Cavalry regiment on Ajax each. This requires the expansion of a Light Cavalry regiment (404 strong) to an Armoured Cavalry formation (528), with the use of some 124 posts. Heavy mortars should also be added to provide long-range, indirect firepower to the recce formations, so a number of extra posts would be required.


Artillery


Artillery regiments will return to a formal alignment with the respective brigades. 1st Artillery Brigade will be replaced by two smaller Artillery Group HQs attached each to a Division. These groups will have much the same functions as the resurrected Div Arty commands in US Army divisions, ensuring both coherence in training, force structure and methods and a greater connection with the division’s commander and the maneuver forces. They will also oversee, on deployment, the regiment tasked with air defence and whatever extra Fires resource is available from the Reserve and/or allies. 

N Bty, 3 Royal Horse Artillery converted from Tac Group to Precision Fires, with GMLRS and Exactor. Army 2020 Refine goes back and cancels the decentralization of Army 2020 in favor of rebuilding a single "Division Fires" regiment. It does so, however, by repurposing a brigade Fires regiment, and this is something i want to avoid. 

L Bty (1 RHA), 129 Bty (4 RA), 38 Bty (19 RA) and 19 Bty (26 RA), currently all Tac Group batteries, would be re-invested as Brigade STA batteries with mini-UAVs (Desert Hawk III and, later on, its replacement) and Fire Support Teams. Centralized within 32 Regiment Royal Artillery for ease of training, logistics and career, the brigade SRA batteries would be aligned each to a different brigade and particularly close to the reconnaissance cavalry. 
At the end of the restructuring, 32 Regiment should have one 'UAV and Tac' battery for each brigade, including 3rd Commando Brigade. 47 Royal Artillery should form 4 Watchkeeper batteries for brigade and division level tasking. 

L118 Batteries within 4 Royal Artillery regiment would be uplifted from 4 to 6 guns each; and V Bty would be rebuilt within 7 RHA, with six guns plus Fire Support Teams. 26 Royal Artillery regiment would transition from AS90 to a new, lighter self propelled 155mm artillery system, possibly wheeled. My recommendation is to go for a system which can also replace the increasingly aging and short-ranged AS90. The DONAR system looks to me like the best candidate. On Ajax hull, it could replace AS90 and support the Mechanized Brigades, but for the latter, if it was financially feasible, a wheeled base could be even better.

Other artillery priorities would be programmes that the Royal Artillery has been unsuccessfully pursuing for years: a Course Correcting Fuze for 155mm shells, to improve general accuracy of the heavy artillery; a long range guided 155mm shell, for precision engagement; and the new Long Range Precision Fires missile for GMLRS.
Purchasing a stock of Alternative Warhead rockets for the GMLRS would also finally restore anti-area capability to the system following the demise of sub-munitions.

Air Defence has been highlighted, correctly, as a major British Army weakness. Unfortunately, solving this issue would require resources that simply won’t be there. The latest RAF strategy document includes mention of the service acquiring an “anti-ballistic capability”, but of course no details are provided. The british army only option is to work together with the RAF towards the acquisition of a long-range air defence system with anti-ballistic capability, to provide a more realistic umbrella over deployed forces and, at the very least, some protection to deployed HQs and other key targets from the Iskander threat.

From within its resources, the Army  should in the meanwhile re-organized 12 and 16 regiment to turn each formation into a Divisional Air Defence regiment with a battery for each brigade. Each battery should have a vShorad element with HVM / LMM and a Local Area element with Rapier and then Land Ceptor.


The number of batteries is unchanged, but T bty becomes a support battery to enable 12 Regiment to serve as a Divisional air defence asset, and a Commando battery is formed to support 3rd Commando Brigade. All batteries need expansion to have a HVM / LMM element and a Land Ceptor element.


Engineers
Royal Engineers won’t lose 35 Engr Regt under my proposal, but will instead form new regular and reserve squadrons to better support the brigades. 21 and 32 regiments need an extra squadron each; and 23 Parachute regiment needs to recreate the lost 12 Sqn plus a new HQ element. Heavy equipment (Titan and Trojan) is concentrated in two heavy regiments. Two “medium regiments” (21 and 32) are equipped, and two light regiments complete the Close Support group.


Signals

One of the greatest weaknesses in Army 2020 is the lack of Royal Signal resources to support formations. It is not a secret, yet little to nothing has been done about it. Army 2020 cut a signal regiment, and then Peter Wall complained about signals shortage in front of the Defence Committee. Very smart. But, of course, infantry capbadges had to be preserved and five battalions were the most they were allowed to cut, as we know, so the pain had to hit elsewhere.
During 2016, reality emerged once more, as it has the bad habit of doing, and the Army has realized that it really cannot rotate “multi-role signal regiments” in and out of role to do the work of 6 or 7 regiments with 5. It just doesn’t work, and so regiments are aligning with one brigade. Or, in the case of 3 Signal, with 3rd Division.
The uplift required is significant: 216 Signal Sqn, within 16 Air Assault brigade, must be supplemented with other squadrons to form a new brigade signal regiment, if the formation is to be able to deploy as a large maneuver formation and not just support a battlegroup at readiness. I’ve suggested 210 and 215 as squadron identities as those have had parachute and air assault roles in the past.
A further two regiments need to formed, while 1 Signal becomes a Divisional signal regiment, in support of 1st Division. Much of the manpower margin created by reductions to the infantry would be absorbed by these measures.


Logistic and equipment support

Logistic regiments also need reinforcement. My proposal eliminates a small regiment (7 RLC, in the Adaptable Force) in favor of reinforcing what is left, building up capable brigade support formations backed by Theatre Support regiments at Division level.
REME expansion is also required: lack of maintainers has been causing “indirect cuts” within artillery and even infantry: the struggle to realize Light Mechanized Infantry is also due to lack of REME resources to support Foxhound.



Combat Aviation Brigades

Despite the efforts of Joint Helicopter Command, the integration between aviation and land forces is still cause of concerns, as evidenced in the Operation Herrick lessons learned report. To try and improve the alignment of precious helicopter resources with the readiness cycle of the land forces, my proposal is to form two deployable Combat Aviation Brigades. Their structure would formalize readiness mechanisms that, in large part, already exist. 

Under the first Army 2020, the two Attack Helicopter regiments alternate yearly into readiness, and align one squadron with the Air Assault Task Force and one with the Amphibious Task Force.
The Attack regiments are also tasked with generating a deployable Aviation HQ element, and another is generated by the RAF’s Support Helicopter Force.
Under Army 2020 Refine, the attack helicopter regiments are entering the age of "continuous readiness"Gone is the training year, and the demands increase a lot as 4 Regiment is assigned permanently to support of 16 Air Assault Brigade and 3 Commando, with 664 Sqn specializing in Land Air Assault and 656 Sqn in Maritime operations.3 Regiment, on the other hand, will align with 3rd UK Division. Details are still to come, but it seems reasonable to assume that its two frontline Apache squadrons will be required to align to the Armoured and Strike Brigade that will hold Readiness every year.

The Aviation HQ, in my proposal, would be enhanced and removed from the regiments, to be concentrated at brigade level with the formation of the two CABs.
Each CAB would have:

-          One deployable aviation HQ
-          One Signal Sqn (the existing 244 and another)
-          One Reconnaissance, Command Support and Light Utility regiment with two WILDCAT Sqns
-          One Attack Regiment with two APACHE Sqns
-          One Support Regiment with one CHINOOK and one PUMA Sqns
-          One Aviation Support Battalion, composed of elements from the current Joint Helicopter Support Squadron (LZ management, underslung loads); logistic element from 132 RLC Sqn, Fuel element from the Tactical Supply Wing and Aviation Support Coy REME.
-          One RAF Regiment Field Sqn for force protection and for MERT defence
-          Two Watchkeeper batteries from 47 Royal Artillery 
  

Joint Helicopter Command would maintain direct control of the Joint Special Forces Support Wing (including one CHINOOK Sqn) as well as of the training units, including 673 Sqn (APACHE OCU), 653 Sqn (APACHE Conversion to Role), 652 (WILDCAT OCU) and 28 Sqn (Puma and Chinook OCU). The two deployable brigades would be aligned each to an Army Division. The elements needed for the CABs are mostly already existent, although adjustements would be required.

Good news and a confirmation of a bad habit

"Cut in haste, U-turn at leisure" is a synthetic, perfect definition of modern British defence policy. After the obscene blunder of the SDSR 2010, that is more true than ever.
The latest U-turn relates to the Brigade of Gurkhas, which was sharply cut back as part of early Army 2020 phases and was several times described as a potential victim of disbandment.

I've been saying for ages that, among the many good reasons to keep the Brigade of Gurkhas going, there is the simple fact that there never is a shortage of Gurkhas volunteering for service, making this formation invaluable for filling manpower gaps.
And currently, even against the very low target of 82.000 regulars, the Army has a sizeable manpower gap and a recruitment and retention problem.

Enter the U-turn on Gurkha cuts. The brigade (which was all but overmanned in 2010) finished to shred personell as mandated by 2010 cuts just last year, and now is being expanded by 642 new positions, going back, more or less, to pre-cuts liability levels.
The brigade had more than 3000 posts until 2010, but that was cut down to the current low of 2612. The 642 new positions bring liability back to 3254.

"Cheers for all your hard work making people redundant, Gurkha Brigade HQ. Now that you are done, call back everyone."





The most "amusing" is the literal invite to those who have just been kicked out in the four tranches of redundancies to come back in their previous rank and without paying back the Compensation lump sums received.






Brigade of Gurkhas current composition: 


Headquarters Brigade of Gurkhas (HQBG) is now based at the Former Army Staff College, Camberly, Surrey and is responsible for providing advice on all matters relating to the recruiting and employment of Gurkhas in the British Army.
It also helps coordinate welfare for retired Gurkhas in the UK. HQBG is not part of the operational chain of command and has no operational units directly under it, but it provides an important unifying element for the Brigade, its activities and its soldiers.

Headquarters British Gurkhas Nepal (BGN) is situated in Jawalakhel, Patan, just south of the river from central Kathmandu. BGN co-ordinates Gurkha recruitment, provides local support to the soldier and ex-servicemen and maintains Disaster Relief preparedness within resources in order to support Firm Base activity in Nepal.

Gurkha Staff and Personnel Support Company was formed on 30 Jun 2011. GSPS personnel were known as Gurkha Clerks before the inception of GSPS.

Gurkha Company (Mandalay) is located in Brecon, Wales and provides support to the Infantry Battle School (INFBS). The INFBS conducts realistic battle training for officers who have passed out of Royal Military Academy Sandhurst and for Warrant Officers, SNCOs and JNCOs. Gurkha Company provides training support to the INFBS, enabling world class training for those undergoing courses at Brecon.

Gurkha Company (Sittang) dates back to 1972 and is as an integral part of the Royal Military Academy Sandhusrt (RMAS). Sittang Company provides training support to the Academy, enabling world class training for the Army’s future leaders.

Gurkha Company is located at the Infantry Training Centre in Catterick and is part of the 2nd Infantry Training Battalion. Its mission is to mould Nepalese youths into trained soldiers who will live up to the traditions of the Brigade of Gurkhas.

The Band of the Brigade of Gurkhas was raised in Nov 1859 as part of an Indian Gurkha Regiment called the Sirmoor Rifle Regiment. It has 16 Bandsmen and one Naik (a leader and soon became a part of Regimental life, playing for parades, polo matches, dinners and troop entertainment at the Regimental base at Dehradun, North East of Delhi. In early days the Band travelled with the Regiment to other areas of India, Malta, Cyprus and Afghanistan.

The Queen’s Own Gurkha Logistic Regiment also known as 10 The Queen’s Own Gurkha Logistic Regiment or 10 QOGLR is a regiment of the British Army. The regiment forms part of the Royal Logistics Corps and was created on 5 April 2001. The regiment was formed as a merger of The Queen’s Own Gurkha Transport Regiment, The Gurkha Transport Regiment and The Gurkha Army Service Corps; which were formed as component parts of The Brigade of Gurkhas on 1 July 1958.

It is currently composed of: 

36 (HQ) Squadron 
1 Supply Squadron
28 Fuel and General Transport Squadron 

The Queen’s Gurkha Signals (QGS) is a regular unit of Royal Corps of Signals, one of the combat support arms of British Army. Together with the Queen’s Gurkha Engineers, the Queen’s Own Gurkha Logistic Regiment and the Royal Gurkha Rifles they form part of the Brigade of Gurkhas. QGS was formed during The Malayan Emergency to support the 17th Gurkha Division.

-         Army 2020 establishment: 481 (down from 522 + 22 recruits in training)

The Queen’s Gurkha Engineers (QGE). Gurkhas were first enlisted into the Royal Engineers in September 1948 when a Gurkha Training Squadron RE was formed. The British Officers were drawn from the Corps of Royal Engineers, 1st King George’s Own Bengal Sappers and Miners, 2nd Queen Victoria’s Own Madras Sappers and Miners, 3rd Royal Bombay Sappers and Miners and Gurkha Officers and Other Ranks were drawn from 2nd King Edward VII’s Own Goorkhas (The Sirmoor Rifles), 6th Queen Elizabeth’s Own Gurkha Rifles and 10th Princess Mary’s Own Gurkha Rifles.

1st Battalion The Royal Gurkha Rifles is a regiment of the British Army, forming part of the Brigade of Gurkhas. The regiment was formed in 1994 from the amalgamation of the four separate Gurkha regiments in the British Army.

October 2015 deal with Sultanate renews partnership; 1st Gurkha Rifles to stay for “next five years”, suggesting a slow-down in unit rotations. 


2nd Battalion The Royal Gurkha Rifles (RGR) is a regiment of the British Army, forming part of the Brigade of Gurkhas. The Royal Gurkha Rifles are now the sole infantry regiment of the British Army Gurkhas. Like the other Gurkha regiments of the British and Indian armies, the regiment is recruited from Gurkhas, a term for people from Nepal, which is a nation independent of the United Kingdom and not a member of the Commonwealth. The regiment was formed in 1994 from the amalgamation of the four separate Gurkha regiments in the British Army. Under Army 2020 it was due to be part of 11 Infantry Brigade but, in another U-turn, it was assigned to 16 Air Assault brigade when it became evident that just 2 PARA battalions were not enough (another very obvious thing which somehow had to be "discovered"). 


Repeatedly through the history of the british army, sub-units of Gurkhas have been formed and disdanded to fill manpower gaps in other regiments. Until recently, there was a Gurkha formation of engineers within 24 Commando Engineer Regiment, for example. 
We will undoubtedly see more of this in the future, too. 

A few gurkha engineers and logisticians who left the army under the redundancy tranches transferred into the Royal Navy, and i've been wondering for months now on whether the Royal Navy could / should open up its own recruitment unit in Nepal, to bring in some much needed manpower. 



The new expansion 

234 new positions will be added to Royal Gurkha Rifles, Gurkha Staff and Personnel Support and Gurkha Engineers over the next 3 years. 

A new squadron of Gurkhas will be formed within the Royal Signals within the next three years, which is very good news because the army has a massive, massive shortage of Signals resources as i've detailed on these pages in many occasions. 

The Gurkha Logistic Regiment will expand by 2 new squadrons, which is good news because logistics are another area badly hit by Army 2020 cuts, and the regiment is currently pretty weak, with just two squadrons plus HQ and an establishment of 471, with a concept of operation based on the assumption that lots of local contractors would be hired in theatre to fill the gaps. 




JAI GURKHA! 

The Gurkha brigade remains a very precious element within the Army, and an invaluable reserve of loyal volunteers.
