Gaps, gaps, gaps - part 1



Part 2 of this report: Gaps, gaps, gaps 


The financial management of complex military programs is improving, but military capability is being eroded at alarming rate. This is what the NAO Major Project report 2012 exposes. The thick of the cost escalation is due to inflation factors that sit outside the MOD’s possibilities of control. In fact, after five years in which this expenditure voice wasn’t updated, expected fuel costs for the Voyager air tanker’s service life have been revised, and they account for an expected cost growth of 336 million pounds. Fuel cost is not something the MOD can do much to control and dominate, as the NAO itself notes.

In total, there has a net total increase of 637 million pounds over a number of programs, most notably FSTA (Voyager) and the CVF aircraft carriers. Other programs are now under control and costs connected to them are falling, so that the increase in expected expenditure compared to last year is ultimately  worth 468 million.

The Voyager tankers are also incurring a 31 million pounds cost increase due to inflation, 2 million for the implementation of additional safety measures and 24 million due to France stepping out of the frame: it had been hoped that the French air force would buy Voyager services to remedy to the shortage in air to air refueling capability, but an agreement wasn’t found and ultimately France is planning to order this year the first few of its own planned 14 A330 MRTT.  
The FSTA program for Voyager tankers has also achieved savings in other areas, however, with a noticeable reduction of 98 million due to the refinancing of the PFI deal.
The final balance of savings and cost increases, however, puts the Voyager on top of the list of the naughty boys, with a net increase of 257 million.

CVF follows, reporting a 217 million cost increase, in no small part due to the switch from STOVL to CATOBAR. The NAO report covers the CVF situation prior to the switch back to STOVL and F35B, which will be covered in the 2013 NAO report. Until then, it will be difficult to say what the real impact on the program was in terms of potential delays and additional costs. Later this year the NAO will release a new report into the delivery of Carrier Strike, so we might obtain the up to date, valid information from it. There’s many questions still waiting to be answered regarding the CATOBAR saga.

The A400 Atlas C.1 cargo plane program reports a 163 million net increase in costs, mostly due to the Export Levy payment made by the UK as part of the multinational agreement to keep the program alive. The UK share of costs is 175 million.
In theory, EADS will hand the money back if export orders are won in the future, but we’ll see how it actually goes. The MOD has prudently decided to consider this money as a cost increase. If it'll return at some point in the future, all the better.

Importantly, the NAO also observes:


In recent years we have reported several times that the Department has had to slip projects or cut equipment numbers to bridge the gap between estimated funding and the forecast cost of the defence budget. These decisions were not value for money and meant that new capabilities were not available on time. There are no such instances recorded this year, though difficult decisions may still be necessary as part of the Department’s drive to keep the Equipment Plan in balance.

If financial management is showing improvements and discipline is starting to have a beneficial effect on accounts, the situation for military capability is however dire in several areas. Particularly worrisome are Air-Air-Refuelling, airlift, embarked AEW and Amphibious support helicopters.

At various points to 2017, there will be critical gaps in air transport and air-to-air refuelling capability. From 2022, there will be approximately a one-third shortfall in tactical transport aircraft against the stated requirement. On the ability to move passengers and cargo by helicopter, the Department has accepted that while there will be a shortfall against the full requirement, it believes that current plans will deliver a sufficient capability, and the risk will be reduced by using other defence capabilities.

Main contributors to the reduction of planned expenditure are Typhoon, Type 45 and Astute (boats 1 to 3) which have been able to hand back the major part of the 169 million pounds recapped in 2011/12 over the programs examined in the report.
This money was contingency funding that proved not necessary and could be put back in the central money pot.

The entry in service of several capabilities, however, has slipped to the right by a combined 139 months. An enormity, with the Brimstone 2 and Meteor missile programs being the biggest contributors, with twin 23 months delays to report.
CVF reports a 9 months slippage, but as we said, the "photograph" of the NAO has been in this case been made outdated by the switchback to STOVL: construction of the ships as of now seems to be going strong, several milestones have been hit earlier than planned on the assembly of Queen Elizabeth and i'm consequently willing to guess that the NAO report 2013 and/or Carrier Strike report will rectify this particular data. 

Anyway, delays and gaps. This is where the pain comes. Let's look at the military capability, and see what the situation is.

A400 Atlas C.1

Entry in service still expected in March 2015, no further delays on the horizon.

The plan is to hit IOC in 2015 with 70 Squadron RAF fielding the first 3 Atlas cargo planes.
Full Operating Capability will be hit over 2017/18 with 12 airplanes operational.

The first UK airplane, MSN16, is expected to be delivered in 2014. It will the 16th production A400 aircraft, but the UK took the conscious decision in previous planning rounds to be patient and wait a little, in order to receive all aircrafts at production standard and with software SOC 1.5: this standard means the aircraft is fully ready and cleared for all kind of airdrop operations and is ready for the Air Tanker role, although the RAF so far does not plan to procure AAR kit for the Atlas.

The early planes, delivered to France and others, come at standard SOC 1, which is very much an early release, with some limitations.

SOC 3, expected in 2018, will add the full capability for low-level tactical flying and Special Forces role.

It is also confirmed, as announced for the first time in 2008, that the madness of not having fuel-inerting system on the RAF A400 has been terminated: the MOD has paid some 6 millions to have fuel inerting pipes installed and has invested to add a Portable Removable On-Board Inert Gas Generation System. This greatly improves safety.

The installation of full Defensive Aids Sub-System (DASS) has also been brought forwards, and the full range of countermeasures, including Directed Infra Red Counter Measures (DIRCM) will already be on the first airplane delivered.
As of now, however, it would appear that DASS is funded for the first 9 airplanes only. Obviously, this is unacceptable, and it will have to be corrected as soon as possible in the next planning rounds. 

22 airplanes remain planned for entry in service by 2022, when the C130J is expected to retire. The NAO however reports that the Atlas alone are insufficient, with a one-third shortage in tactical airlift capability anticipated. Not a case that, prior to SDSR 2010, the C130J's OSD was 2030, and not 2022.

In the immediate future, the situation is just as complex, with measures urgently needed to improve availability of C130Js and a further delay having been imposed to the retirement of the last 8 C130K to October this year, at a cost of 16 million. The end of the old C130Ks has had to be delayed several times in a row now, and this of course has a cost.

The Urgent procurement of 2 BAE 146 Quick Change tactical cargo aircrafts cost 47 million pounds.



AIRSEEKER

The procurement of 3 Rivet Joint airplanes for COMINT and SIGINT tasks is on track, but reports a 4 million cost growth due to exchange rates variation.
At full operating capability, the Rivet Joint force will consist of 3 airplanes, 4 trained crews, 2 deployable ground stations for data processing, ground infrastructure for support (at the Main Base, RAF Waddington) and a ground intelligence analysis and exploitation facility (to be built at the Joint Services Signals Unit, RAF Digby base).


C17 number 8

Cost for the 8th C17 was 215 million.

There's no mention in the NAO report, but rumors are circling about the incoming purchase of UK9, a 9th C17 strategic cargo aircraft. A 10th serial number is also reserved for an eventual 10th aircraft.
The ambition to have 10 machines has been there for some time, and the lease or purchase of a further 2 C17s was reportedly on the table lately, also because the withdrawal from Afghanistan will require powerful air transport capability. The NAO believes that there will be Strategic Airlift capability in excess of requirement from 2016 onwards, but i do not quite agree: this is one of these capabilities that very rarely, if ever, can be in excess of requirements.


Future Strategic Tanker Aircraft - Voyager

The Voyager is currently operative as a transport and aeromedical evacuation platform only. It entered active service on April 4, 2012, and by December 2012 (when the third Voyager airplane arrived at Brize Norton) 16.000 personnel and other one million kgs had been airlifted in well over 1000 flying hours.

Of course, though, the main mission of Voyager is refuelling other airplanes in flight, and this is currently not yet validated due to leaks that were detected in various parts of the AAR flight envelope. Corrective measures have been agreed and are being implemented.

Air to Air refuelling IOC should be achieved within September this year, with one airplane fitted with both Wing pods and centerline fuselage station.
Air Tanker and the RAF, following problems in trials with the Cobham-designed High Speed-Variable Drag Drogue (HSVDD) fitted to the hoses of the Voyager have taken the decision to remove the HSVDD from the wing stations of Voyager tankers, reverting to the old Sergeant-Fletcher-designed drogue present on Tristar and VC10.

Aviation Week explains:

The HSVDD is designed to refuel aircraft at between 180 and 300 kt., a much wider speed range than previous drogue systems. However, a series of flight trials in 2011 found that the drogue or basket was venting and separately spinning, causing hose oscillation.

Although those oscillations were solved by mid-2012, results of trials with Tornado GR4 were still not satisfactory. The return to the Sergeant-Fletcher drogue has instead resulted in success with both Tornado and Typhoon.
The HSVDD will be maintained on the Centerline Fuselage Station, which is mostly intended for use in refueling of large aircrafts: trials have successfully been completed to validate AAR with C130J, and in 2014 the trials will be carried out with the E-3D Sentry AWACS.

FOC for FSTA is the provvision of a full fleet of 9 "core" tankers, 7 of which will be fitted for centerline refueling station and 5 fitted with it. The expected date for achievement of FOC is May 2014.
The centerline fuselage station is essential to provide Day and Night air refuelling to large aircrafts such as Sentry, C130 and, in future, A400 Atlas. The other 5 tankers, as known, are "on call" and might be released when not needed to serve as passenger airplanes on the civilian market. In reality, it has long dawned on the MOD that this is unlikely to happen, while it is more likely that european partners could buy Voyager AAR hours and services in the future. As mentioned earlier in this article, it had been planned that France would buy Voyager hours, but this plan did not go ahead.

To remedy to the potentially dramatic gap in AAR capability, the old Tristar tankers will serve beyond their planned OSD of July 2013, being in service until March 2014 at an extra cost of 7 millions.
The VC10 was expected to cease service in March 2013 but the RAF will try and operate them for at least a few months longer, out to September, but the closure of the maintenance line at St Athan will be the deciding factor: at one point, not far into the future, it'll be simply impossible to keep the VC10 flying any longer. 
 
The 3-point Voyager tankers (2 Wing stations plus centerline fuselage station) are known as Voyager KC3, the others as KC2. 
All aircrafts are fitted for a full DASS fit of electronic countermeasures and, following a 124 million measure in PR11 they are being fitted for platform protection (cockpit armor and other survivability features) for use in war theatres.



Astute-class submarines

The NAO report confirms that Astute has been trialing the installation and use of a "payload bay", which is actually the CHALFONT dry deck shelter for carriage of Special Boat Service operators and equipment, all the way up to the Swimmers Delivery Vehicles.

Planned expenditure for boats 1 to 3 reduced by 94 million pounds between April 2011 and March 2012.
Astute boat 4 and 5 had a significant cost growth connected to the slow-down of production connected to the delay of the Successor SSBN program to 2028. 

The NAO certifies that the delays imposed to the delivery of the 7 Astute submarines is preventing the Navy from achieving the planned availability of deployable SSNs.

The NAO reports that Astute boats 1 to 3 are forecast not to meet their Top Speed requirement, but all other requirements to be met. There is also an element of hope in the fact that the NAO notes that

initial trials in Boat 1 have been deliberately constrained but unrestricted trials will be conducted prior to Operational Handover.
so that HMS Astute could still demonstrate it can be as fast as the Navy hoped.

Boat 4 and 5 are expected to meet all requirements, but there are still risks, mainly due to some elements of planned capability not having been given the final go ahead and funding. In detail:

- Spearfish torpedo upgrade is now funded and on the way, with excellent progress to date
- An integrated communications and radar solution for Astute Boat 4 is now funded
- Naval Extremely/Super High Frequency Satcom Terminal approved by HM Treasury in December 2011 (not clear if the approval is for fitting at build only from boat 5 onwards, report is contraddictory as the same element is not funded in the Boat 4 table and funded in Boat 5 table)
- Astute Capability Sustainment Programme still awaiting HM Treasury approval

Despite the drama kicked up by the Guardian's articles, the Astute submarine program seems to be actually in good shape, and things appear to be improving.


Meteor BVRAAM

Technically, the missile is doing well, finally, in development and firing trials with a 3 months reduction in the trials period expected to be needed. However, the MOD was 11 months late in signing contracts and, worse, the Typhoon software development continues to be horrendously slow. The missile will be ready soon enough, but Typhoon won't get the software and the radar improvements necessary to properly employ Meteor in time. The FOC is described as full 6-missile fit, 2-way datalink and cockpit symbology and functionality, but the June 2017 ISD date could end up being valid for just the four missiles in semi-conformal positions under the fuselage.

The result is the slippage from an ISD of July 2015 to June 2017, with a consequent 50 million pounds cost to keep AMRAAM missiles stocks longer than planned. Worse, it might not be enough, and availability of AMRAAM missiles by 2017 risks being dangerously low.


JULIUS and Chinook New Buy 

The MK4 and 4A Chinooks upgraded are now entering in service and the first HC4 has even deployed to Afghanistan. However, the program accumulated several months of delay compared to earlier planned dates.

Delivery of the 14 new Chinooks (HC6) for service has also suffered delays and the MOD has prudently assumed that the IOC for the new Chinooks will take longer than hoped, now expecting it in November 2014, some 6 months later than earlier assumed.


Complex Weapons 

The NAO Report does not cover the Selective Precision Effect At Range (SPEAR) Capability 1 segment, unfortunately. This is relative to spiral development and evolution of the Paveway IV bomb, including the development and provvision of different kind of warheads, including a low-yeld, low collateral damage and a bunker-buster option. Improved capability against fast moving targets and longer glide ranges are also expected to be explored.

In July last year, Raytheon and Qinetiq completed ‘sled trials’ at the UK’s Pendine test range on the bunker-buster warhead, we know.

The Compact Penetrator warhead has the same outer mould-line and mass of the current Paveway™ IV enhanced Mk 82 warhead and has demonstrated a significantly increased penetration capability through the series of target engagement trials. Raytheon UK and QinetiQ have been working closely with Thales under the UK’s Weapon Technology Centre Compact Penetrator programme. The 25 month initiative will also undertake operational environment assessments, such as transportation, handling and air carriage.

Over the course of 2012, three orders for Paveway IV bombs were placed: a 60 million order in April to replenish stocks after operations in Libya, plus a 14 million in July and a further 25 million order in December.

The NAO does talk of SPEAR Capability 2, however: this is the development of the Brimstone missile.
Capability 2 Block 1, specifically, is the Brimstone 2 missile, a major improvement from the current UOR-derived Dual Mode Brimstone.
Brimstone 2 adds improved seeker and Insensitive Munition-compliant warhead and rocket motor, plus other improvements. It was to be introduced this year, but unfortunately trials imposed a 23 months delay as issues with both warhead and rocket motor emerged, the NAO reports. Warhead problems are fixed, lethality is confirmed and Critical Design Review passed, but the motor is still a problem. Seeker and electronics have been validated with 3 successful launches.
In 2013 there is going to be an IOC phase mating the improved seeker and electronics of Brimstone 2 to existing warheads and rocket motors, as an interim capability on the way to full release to service. A "minor concession" on performance has been agreed to enable MBDA to fix the rocket motor, presumably as a way to control costs, instead of wanting every tiny bit of capabilitity no matter what the cost. 

There was to be a SPEAR Capability 2 Block 2, but the decision was taken to delete this point of decision and just continue to spiral-develop the Brimstone 2. It is intended that in the early 2020s the Brimstone 2 or developments of it will replace the US-made Hellfire missile on the Apache attack helicopter. Hellfire OSD is 2021, and the NAO shows that Concept Phase has now begun on preparing Brimstone to act as replacement.
Brimstone 2 will be used on Tornado GR4 and Typhoon. F35 is not mentioned, at the moment. Integration on Typhoon is part of the Typhoon Future Capability Programme 2, for which we have no dates as of now. Almost certainly after 2015, unfortunately.
Tornado GR4 will be retired from service in March 2019, and by 2018 the RAF hopes to integrate Brimstone and Storm Shadow on the Typhoon.

A SPEAR Capability 2 Block 3 remains planned for the early 2020s (2022 or 2024). This could be a replacement missile in the same weight and mass class, or another development of the Brimstone.

SPEAR Capability 3 is a new 100-kg stand-off weapon (100 to 180 km range) specifically thought out for internal transport into the weapon bays of the F35, but we can expect to see it on Typhoon too, one day. The NAO provides a breakdown of the activity done so far, and the list is quite impressive, showing a great amount of progress:

SPEAR 3 resembles the US Small Diameter Bomb and uses the same arrangement, with a launcher/pylon carrying four weapons. It is however a turbojet-powered missile and not a gliding bomb. Each F35B will carry a quadruple pylon in each weapon bay.

Another chapter is Fire Shadow, the loitering munition for the Royal Artillery, which saw the first 25 or more weapons delivered to the Army in March last year. Requirements have more or less been met, and development is continuing, but the MOD decided not to send Fire Shadow in Afghanistan for in-field experimentation and validation as had earlier been planned.
Fire Shadow is now "under review" within the Army, as is the whole of the unfortunate Indirect Fire Precision Attack program of which it is a part: the fear is that this "review" will ultimately be the final, lethal blow to IFPA, which has been so far a near complete failure:

- AS90 upgrade and 52 caliber barrel was cancelled
- Sensor fused 155 mm anti-tank shell was cancelled in 2010 after contract award in 2007
- LIMAWS(G) and (R) for lightweight self propelled gun and MLRS launcher were both cancelled
- Arming the Watchkeeper drone is an option on hold
- Fire Shadow seems to have an uncertain future at the moment
- Procurement of ATACMS (Large Long Range Rocket) for the british MLRS launchers was cancelled in Planning Round 11
- Procurement of a guided 155 mm shell is effectively on hold following deletion of funding in Planning Round 2011, but the intention is to deliver the precision artillery shell by 2018

The list is a graveyard, and makes it very evident that the effort of the Royal Artillery to modernize its kit has been frustrated again and again.

Much better news come from the Future Local Area Air Defence (FLAADS) which is the air defence missile system using CAMM as effector.
The NAO report suggests that not just the Maritime variant could be ready in November 2016, but the Land variant too (intended replacement for Rapier), although, as far as i'm aware, Rapier OSD is 2020.
Notable achievements include:

(i) Acheivement of Demonstration Phase Contract Award to deliver First of Class Platform - December 2011.
(ii) Successful completion of the System Preliminary Design Review - March 2012.
 
In 2016, FLAADS(M) will replace Sea Wolf on the first of the Type 23 frigates. It will also arm the Type 26 next generation frigates.

Finally, the Future Anti Surface Guided Weapon programme (FASGW) has hit a stumbling block. The Royal Navy and French Navy hope to join forces on FASGW(Heavy) to jointly develop the missile, but France is refusing to committ funding at this stage, and despite british pressure there has not yet been a decision on the way ahead.
The delay in launching the program is resulting in an expected delay of 19 months in entry in service of the new missile, which is needed to replace the old Sea Skua and arm the Wildcat HMA1 helicopter. This way, FASGW(H) will not be ready in 2015, and Sea Skua will have to be used for a longer period, with the very real risk that no money will be expended on integrating it on Wildcat, leaving the new helicopter clawless for the first part of its service life.

The definitive go-ahead has not been given to FASGW(L) either, but the Thales Light Multi-mission Missile is at a far higher technological readiness, and there is still time to order it in time for a 2015 entry in service on Wildcat.


The FALCON communications system finally entered service (Increment A for the Army and Increment C with the Royal Air Force signal unit), but it was several months late as well, and its UOR iteration for use in Afghanistan will not be ready in time either. The biggest plan change, however, is a March 2012 decision to distribute FALCON over the regiments of the Royal Signals (presumably the 5 Theatre Support Regiments) instead of concentrating it just in 30 and 22 Regiments.
This is presumably due to the conclusion that Brigade-level communications must be enhanced and FALCON is simply indispensable for all future deployments. This decision will have some impact on infrastructure expenditure in the next years, probably: under Project BORONA, 22 and 30 regiment (and a third regiment To Be Announced) are both due to be based in Beacon Barracks, Staffords, where infrastructure for storage and support of FALCON is to be built.
The NAO notes, in fact:

Whilst a lack of suitable garage space will not impact upon the capability, Army Headquarters is struggling to ensure that all intended locations have suitable secure storage for specialist items.

To enable the Urgent Operational Requirement, Falcon will utilise an Operational Training Equipment Pool and Operational Support Uplift Pool. This will be whole fleet management within 11 Signal Brigade. Not all receiving units will be able to garage Falcon but all units will have secure storage for access restricted items.

The NAO also notes that a series of improvements and interoperability mods to FALCON, developed for the UOR solution, are to be rolled out onto the whole fleet. Good news for once.
There is no mention of work on the next increment of FALCON, however, which is meant to introduce Network on the Move to maneuver forces. The Army's position is that improved communications are one of the most urgent improvements to be made, but at the same time financial realism means that the thick of the improvements will only go as low as to Battlegroup level, while the ambition was to bring network features all the way down to Company level.


The F35 and CVF sections are not of great interest this year as the NAO coverage does not reach the switch back to B and its implications.
It still lists, for example, a 31 million pounds saving from interuption of work on the Shipborne Rolling Vertical Landing technique for the F35B due to the switch to C variant, but it has been undisclosed in these days that, as part of the return to B, SRVL activities have restarted.
It has also been announced that this winter the Ski Jump for HMS Queen Elizabeth will be shipped to Rosyth, despite the fact that it has not even been ordered yet. It would be great to have informations on these changes, but they are outside the period covered by the 2012 report.

On CVF we learn that HMS Queen Elizabeth, in the plan that would have seen HMS Prince of Wales fitted with catapults and wires, would have served for just around 9 months for ship trials and validation activies before being mothballed.
It is hoped that the return to STOVL will mean both carriers are kept and put in service.


Regarding Wildcat helicopters, the NAO report confirms that the requirement, following PR11 options exercised, is for 66 helicopters:

30 Wildcat AH1 (Army Helicopter 1 - battlefield reconnaissance)
8 Wildcat LAH1 (Light Assault Helicopter 1 - 4 converted AH1 airframes and 4 additional, new airframes)
28 Wildcat HMA1 (Helicopter Maritime Attack 1 - naval variant)

The reason why we continually hear the ministers speak about 62 helicopters is that funding has currently been set aside in Core Budget for 34 AH1 and 28 HMA1 machines: negotiations and decision-making to include the LAH order in the Core Budget haven't yet concluded. The decision is expected this year.
The LAH is expected to be destined to replace the Lynx AH7 helicopters used by 657 Army Air Corps squadron, which flies in support of Special Forces.
The AAC expects to have four squadrons on the AH1 Wildcat. The squadrons will be all under 1st Regiment Army Air Corps, following the merge with 9 Regiment, as announced in Army 2020. The regiment will be based in Yeovilton, alongside the Navy's own Wildcats and the common training facility.
6 Regiment, the reserve element of the Army Air Corps, expects to stand up a new reserve squadron  to support the Wildcat force. 

There is not yet certainty about the exact composition of the naval order, either: for what i've heard, 4 of the 28 helicopters for the Royal Navy will actually be in AH1 configuration because destined to the Royal Marines of 847 NAS.
The remaining 24 machines, all HMA1, would be distributed 5 in 702 NAS for training and 19 in 815 NAS, to form 19 Small Ship Flights. The Merlin HM2 will, i believe, continue to provide 6 Small Ship Flights for frigates and two squadrons for "large deployments" (up to 6 helos at a time, on carriers or large RFA vessels), even after the reduction to just 30 airframes as part of the upgrade to HM2. 

The Wildcat AH1 risks being not fully capable because fitting of the Bowman Combat and Infrastructure Platform is not yet funded.
Similarly, the Wildcat HMA1 has not yet been given funding for the installation of the Data Link 22 (which in the next few years will replace Link 11, which works only in Line Of Sight), limiting the capability of the helicopter to share data Beyond Line of Sight.
The Royal Navy is prioritizing surface ships when it comes to funding of Data Link 22, but fitting it to Merlin and Wildcat will be a priority in the near future.

The Wildcat AH1 should be in service in August 2014: this represents a delay of 7 months, due to the training facility having been ordered only recently. The Full Mission Simulator won't be operative before december 2013, the Cockpit Procedures Trainer is only planned to go live in February 2014, the Aircraft Systems Trainer in November 2013 and Weapons & Avionics training solution in February 2014. This of course makes much harder to prepare personnel.
The HMA1 variant should still manage to enter service in January 2015.

June 18, news - UPDATE

F35 LRIP VII long lead orders: the new Low Rate Initial Production lot is starting to take shape, with a 490 million dollars order to Lochkeed Martin for components and parts for a total of 35 jets. Of these, 19 will be US air force F35As, 6 F35Bs for the USMC and 4 F35Cs for the US Navy.
International partners will add to the total as follows:

Italy - 3 F35A
Turkey - 2 F35A
United Kingdom - 1 F35B 

The final order for production will be issued, as always, next year, and delivery of the airplane will follow about 2 years later, so this new F35B will be handed to the UK probably during 2015. Up to 2009, the plan was for the UK to order 7 F35Bs in 2013, so the reduction in quantities and the slow down in the process is evident.
Problem is that the F35B is still affected by several grave problems, some of which still without a real solution. Airframe fatigue tests meants to validate an 8000 flying hours life failed at 2000 when a bulkhead cracked, and the tests on the airframes modified with the new bulkhead are yet to be done. A wing root part cracked at 750 hours (!) and will need urgent replacement on all F35Bs produced in the first 4 LRIPS.
And F35 full rate production is now planned for 2019, no earlier.

For the UK, the F35B Initial Operating Capability has officially slipped from 2018 to 2019 for Land Based Operations and from 2020 to 2021 for Marittime Based Operations. And there might well be further delays. These targets will be eventually met with pre-production airframes missing part of their intended capabilities and in need of mods and upgrades worth many million dollars soon afterwards.

Not the best of situations.

In order to fit into the official dates, the UK will probably order a few more F35Bs in 2014, as part of LRIP VIII, differently from what expected in the 2009 plan which saw the 2014 as a "zero orders" year for the UK.

LRIP VIII (2014) will include, barring changes, 19 F35A, 6 B and 4 C for the US. If the UK is to progress with the F35 work to get it in service in the expected dates, it'll need to have some Bs ordered this year, and of course over the following ones.
LRIP IX (2015) will include 32 F35A, 6 B and 6 C for the US.
In 2016 the US orders planned are for 48, 9 and 9.
In 2017 it will be 48 F35A, 14 F35B and 14 F35C.

Norway has obtained support for the final "go ahead" for the Joint Strike Missile, and approved in Parliament its first order, for 2 F35A (on a planned order of 52, of which 4 for training and 42 operational plus an option for 6 more). There might soon be an announcement for a modification in the contract with Lochkeed Martin to include components for these two planes.

Already part of the contract is funding for adding Drag Parachute to Norwey's F35s. Drag chutes can reduce landing distance, or, more importantly for Norwey, improve safety of landing by making up for the lack of traction that ice and cold climate can cause by affecting tires and runway surface.



US Navy's UCLASS project going strong: the X47B UCAV demonstrator is progressing with its trials and demonstrations. The first phase of trials demonstrated the airworthiness of the drone in the planned flight envelope. The airplane is on track to go to sea on a Nimitz class super-carrier next year, to demonstrate the whole range of deck operations, including bolters, launch and recovery.

In 2014 the drone is expected to trial its first automated aerial refueling.

The X47B is Northrop Grumman's offering for UCLASS, and is the one in the most advanced state of development. It is seen at the leading contender. However, Boeing is working on an alternative offer, and says that their drone will be revealed soon.
General Atomics is offering the latest, jet-powered and stealthy variant of the Predator family, the MQ-9C Sea Avenger.

The land-version of the Avenger is already flying and working on operations, with one deployed to Afghanistan, a second flown for the first time last february and at least 2 more already in production. General Atomics has offered its Avenger for the UK's SCAVENGER requirement.

A pity that it can't be a Sea Avenger, able to work also from the carriers. But as Harvey told us, the RAF is not planning to share its drones with the guys at sea and they did not think at all about drone-compatibility when deciding on the CVF conversion to catapults and wires.
That's joint, cooperative thinking and long-term strategic planning for you...!



Rolls Royce nuclear win. As widely expected and anticipated, Rolls Royce has signed a 1.1 billion pounds contract with the MOD for work relating to the next generation Successor Submarine, meant to replace the current Vanguard SSBNs. What the press incorrectly calls "Trident Replacement", in other words.
Incorrectly because only the submarine platform is being replaced, for now at least: the Vanguards are approaching their life's end, and their original OSD has already been extended considerably. It is important to build new vessels if the Continuous At Sea Deterrence (CASD) is to continue.
Trident itself (the US-made missile) is not going to be replaced before 2042 at the earliest under current plans, and the warheads are being life-extended.

The deal announced includes a 500 million pounds 11-year refurbishment project for Rolls Royce’s submarine propulsion reactor factory at Raynesway in Derby, which promises to secure 300 jobs.
The remaining 600 millions cover development work and production of (one or two?) new Pressurized Water Reactor cores, of the PWR3 type, which offer improved safety characteristcs compared to the PWR2 being used on the Astute class.

The announcement is about two new reactor cores being ordered, with one for the first Successor SSBN and one for the last SSN on order: the MOD says that the 7th and last Astute SSN will be powered by a reactor core delivered under this contract.

The exact words as reported in the MOD press release:

The MOD has secured a supplier to produce new reactor cores for the Royal Navy's nuclear submarines and to upgrade the plant where they will be built.


The nuclear reactor cores will be used to power the seventh and final Astute Class submarine and the first of the Royal Navy's next generation of nuclear deterrent submarines, known as the Successor Class.

A further £600m will be spent on producing new reactor cores for the Astute and Successor Class submarines.

I find this extremely confusing, as the Astute class is powered by the PWR2 Core H reactor, which has, by now, nothing new about it, while the Successor SSBN is to be powered by a newly adopted, latest generation PWR3 reactor.
So there is different ways to read the above, undetailed-and-unclear-as-always phrases.

Is Astute 7 getting a PWR3 reactor instead of the PWR2 used on its sister boats? 

Or does "new" mean wholly new for the SSBN and old-type-but-newly-built- reactor-which-we-sneaked-into-this-only-partially-related-contract for Astute 7? 


Probably imprudently, this afternoon i wrote that Astute 7 would get PWR3, because that is the impression i got when reading the reports. 
I'm correcting this, after a reader made me re-think about it and realize that i might have been wrong. At this stage, i have actually no firm data, only allusive reports and my impressions, and changing the reactor type on the last Astute does not sound like a smart thing to do [albeit far from impossible], so i was probably wrong. 
However, I've tried to look into Rolls Royce and MOD presse releases, and into press reports of all possible newspapers, and found no clear and definitive answer. 
I'm waiting for the House of Commons Hansard to make available a full transcription of what mr. Hammond exactly said, hoping that this will answer my doubts.

It would be very weird to fit a different reactor to the last vessel of the same class, so perhaps i overreacted and read too much in the "multi-purpose" use of the word 'new' in the reports.
However, i wish the MOD learned to be a little bit clearer in his announcements, if i can express this little wish of mine.

If it is actually an order for new cores, aka PWR3, that makes of HMS Ajax (planned name of the 7th Astute boat) an oddity in its class.
The second reactor included in the order is for the first new SSBN.

The MOD has been investing in long-term deals and orders for the Successor Submarine program, and by 2016 a total of 3 billion are planned to be expended on design (by Main Gate, in 2016, design of the submarine will be at least 70% complete) and long lead orders for the first 3 boats.
No financial committment is being made to Boat 4 at this stage, as the final consistence of the SSBN fleet is left for SDSR2015 to decide.
Technology advancements are said to make it possible to have a submarine constantly on patrol with just 3 boats in the fleet, but accidents at times happen, and 4 boats is seen as the only really safe option that ensures no interruption in CASD.

I will of course update when a definitive answer is obtained.

Update 1: DefenseNews says that the Astute core will be a PWR2. 



MOD despatches. The June 2012 summary of important MOD announcements includes an interesting (if very un-detailed) further breakdown of the "160 billions balanced budget", which reports:

Ships - £18 billion worth of projects, including:

• Completion of the two Queen Elizabeth aircraft carriers;
• Completion of 6 state-of-the-art Type 45 Destroyers with the Samson RADAR and Aster missile combining to offer an unparalleled air defence capability;
• Design and development of the Type 26 frigate, which will replace the Type 23;
• Further work on the Maritime Afloat Reach and Sustainability programme, which will provide a fleet of new, modern vessels for the Royal Fleet Auxiliary. [NOTE: this, while unspecified, should be relative to the Solids Support Ships section of MARS, intended to deliver 3 stores replenisher vessels of new generation to replace the current Fort ships in the early 2020s]


[I hope to see, in the more detailed and complete summary to be released in the future, three more projects:

- Fast Landing Craft
- Force Protection Craft

hopefully they all survived the axe.]

Submarine and Deterrent - £37 billion
This covers all costs relating to the submarines themselves, nuclear propulsion costs and the costs of the strategic weapon system. This includes:

• The completion of the remaining 6 Astute Class attack submarines;
• Necessary costs arising from the requirement to replace the Vanguard class ballistic missile submarines, subject to a decision to be taken in the next Parliament;
• The ongoing costs of the strategic weapon system;
• A small amount of money at the end of the decade allocated to the requirement to scope a potential future underwater capability to replace Astute

Land Equipment - £12 billion [of this, 5.5 billions for Armoured Vehicles, expected to include also money for the Challenger 2 Capability Sustainment Programme.]

• An upgrade to our fleet of Warrior Infantry Fighting Vehicles, to maintain that capability with enhanced lethality out until 2040; [roughly 1 billon pounds, IOC 2018, ISD 2020] 
• Continued development of the family of Future Rapid Effects System vehicles, including Scout and Utility variants, which will replace a wide range of legacy armoured and protected vehicles; [FRES UV again confirmed]

[The MOD had an "armour budget" and a separate "protected vehicles" budget at least until 2011. It would be great to know if this separation is still valid (it should be, but you never know...), and it would be nice to know the amount of money destined for the Protected vehicles needs, as this second budget would cover important programs such as Foxhound, the MultiRole Vehicle Protected (MRV-P) and perhaps good part of the costs for moving Afghanistan UORs into Core Budget.

This budget is crucial for properly equipping the Army. The MRV-P is moving onwards as we speak, literally. By 20 June, so in two days time, the MOD will start the contract award procedure for the pre-concept demonstration phase. The Ministry has invited suppliers of protected vehicles to showcase the products they think meet the basic requirements set so far. Pre-Feasibility trials have been ongoing in Millbrook, and one of the vehicles involved is the Supacat SPV400, which has demonstrated a stunning 96% reliability on a demanding 21.000 kms trial. I plan to take a look at the MRV-P situation in the coming days, so keep your eyes open for updates on the blog!]

Combat Air - £18 billion

This sector covers fast jets, Unmanned Aerial Vehicles and military flying training, including procurement of training aircraft. This investment includes:

• continuing investment in Typhoon to bring Tranche 2 & 3 aircraft fully into service. Further investment to develop and further enhance the aircraft’s multi-role and ISTAR capabilities is a priority for the future; [DETAILS PLEASE, we are all waiting! ISTAR should be a "cover" for the AESA radar, while multirole capability mainly covers the integration of strike payloads]
• increasing investment in the F35 Joint Strike Fighter – a state-of-the-art fifth generation aircraft which will incorporate cutting edge stealth technology;
• a growing investment in unmanned aerial vehicles, including through co-operation with France.

Air Support - £14 billion

This sector covers all large aircraft, including transport, air-to-air refuelling and large ISTAR platforms. This investment includes:

• The A400M future generation of strategic/tactical air transport aircraft;
• Bolstering our strategic airlift capability with the purchase of an additional C17 to bring the fleet up to 8 aircraft
• The brand new Voyager transport and air-to-air refuelling aircraft, which will replace the aging VC10 and TriStar fleets;
• New Rivet Joint Intelligence, Surveillance and Reconnaissance aircraft will provide us with a state of the art airborne SIGINT collection capability following the retirement from Service of the Nimrod R1 last year;

Helicopters - £13 billion

• The purchase of an additional 14 Chinook helicopters as confirmed by the Secretary of State in July 2011;
• Completion of the Life Extension Programme for Puma; [OSD 2025, 24 helicopters updated]
• An upgrade of our Apache attack helicopters, to maintain their capability until 2040;
• The completion of the Wildcat programme, which will replace our existing Lynx helicopters, with separate variants for the Navy and Army. [There is no detail, but it is likely that the plan will be confirmed in its 2011 variant, with the reduction of Army recce helos from 34 to 30, with 4 airframes "re-roled" to Light Assault for Special Forces, along with 4 additional builds, plust 28 Navy helos]


[Not mentioned is the Merlin HC3 transfer to the Navy and its navalization, but these were announced and confirmed elsewhere. The Merlin HC4 is officially expected in Navy service by January 2017. It is not however clear if the change of name means that, by then, it will have been navalized. So far, only the Assessment Phase of the Merlin navalization as been confirmed in statements on the core budget]

Weapons - £11 billion

• Investment of around £7bn in the complex weapons sector which will deliver a wide range of weapons, in the short term including the Future Local Area Air Defence System, which will be based on the Sea Ceptor missile, and the Future Air-to-Surface Guided Weapon (heavy) which will equip the Royal Navy’s new Wildcat Helicopters.

[No mention of the Land iteration of Future Local Area Air Defence, but hopefully it will be confirmed. It is intended to replace the ancient Rapier in 2018]

Joint and other

We are spending over £4 billion on C4ISTAR capabilities over the next ten years, including significant investment in new Cyber capabilities. [From earlier announcements we know this includes CROWSNEST, for the vital provvision of Airborne Early Warning for the fleet and aircraft carriers]

In addition:
Information Systems over £15bn
Naval Bases £4.3bn  [what...?]
• Joint Supply Chain £1.1bn
• Logistics & Commodities £400m
• Safety & Engineering £300m



Elsewhere, the document also reports:

The UK Reaper Remotely Piloted Air System (RPAS) programme has now provided over 30,000 hours of high quality, persistent armed Intelligence, Surveillance and Reconnaissance (ISR) support to UK and ISAF forces in Afghanistan.
• The Hermes 450 unmanned air system has provided over 50,000 hours of support to UK Forces since it entered service in 2007.
• On 6 December 2010, the Prime Minister announced that funding will be made available to enable further increases in the UK Reaper RPAS capability. RAF Waddington in Lincolnshire has been selected as the preferred location for the basing of a key element of this additional capability, the Ground Control Stations. The decision to base the Ground Control Stations at RAF Waddington was informed by the fact that the Station is the RAF’s ISTAR Hub with the required flying supervisory chain of command. Work has already commenced at RAF Waddington in preparation for the stand up of XIII Squadron, the arrival of the UK Reaper Ground Control Stations and associated equipment in 2012.
• At this stage there are no plans to base or fly UK Reaper aircraft in the UK as the aircraft are specifically required to be based in Afghanistan to support UK and Coalition Forces under Urgent Operational Requirement. However, in the future, as the Ground Control Stations will be based within the UK, RAF crews will be able to fly the UK Reaper aircraft remotely from the UK.
The MOD intends to begin relocating 39 Squadron from Creech Air Force Base (AFB), Nevada to RAF Waddington once XIII Squadron is operational. The relocation of 39 Squadron will be phased to ensure there is no disruption to UK Reaper support to current operations. While there are a range of benefits of being collocated with the USAF at Creech AFB, the manpower requirements of 2 squadrons (39 and XIII Squadrons) will require qualified crews to be available for additional tours of duty on Reaper to reduce the training burden; in the long term, this requires both squadrons to be based in the UK.


This counters info that i had been given that was about 39 Squadron to be disbanded once XIII was up and running. I'm very glad to see the new, official version of the story.

It is widely expected that the Reaper will be brought into core budget at the end of Afghanistan operations, in a way or another, as stopgap on the way to Scavenger entry into service (not expected before 2020 at the earliest by now). There have been suggestions that the Reapers might stay in Afghanistan post-2014 as part of the UK's contribution to the long term security of the country, in addition to the "Sandhurst in the sand" accademy plan. Not clear how realistic this is.

Far less pleasant, the document contains this mention:

The Government has taken the difficult decision to take Sentinel out of service post Op HERRICK. Once Sentinel is withdrawn from Service, the loss of this platform will be mitigated through a range of other capabilities.

Now, we all know that this appeared in the SDSR and thus is indeed planned, but lately we have been getting good signals on the matter, with the decision to be left for SDSR15 and with the very real option of the UK offering its Sentinel R1 capability as contribution in the NATO AGS initiative, in place of cash.
I hope the above good signals are still valid. Sentinel R1 is a great and valuable system and capability to have, and should be preserved. 



Red Arrows to stay in RAF Scampton. Nick Harvey has announced that the previous Labour plan for relocation of the Red Arrows and of the Air Surveillance and Control System (ASACS) which had also been due to leave the Scampton airbase (Lincolnshire) to RAF Waddington is no longer judged a cost-effective solution and will be abandoned.
The Red Arrows will stay in Scampton at least until 2020, and the base's runway will be resurfaced later this year.
Moving the ASACS, probably the most complex and expensive of the two transfers, is to be "examined as part of other projects", but effectively ASACS will stay until the end of the decade at the very least.



Go ahead for Bae 146-200QC UOR. The MoD has acquired two BAE 146-200 airplanes in a deal with TNT Airways SA of Belgium, with their acquisition being classed as an urgent operational requirement. Now they are to be militarized in a 15.5 million deal between MOD and BAE Systems Regional Aircraft at Prestwick, to make them ready for use in Afghanistan. They will be fitted with Defensive Aid Subsystems for flying into dangerous airspace.
The actual conversion is being carried out at the Hawker Beechcraft Services facility at Broughton, North Wales, under the terms of a sub-contract awarded by BAE.

These are Quick Change aircrafts, which can be fitted with up to 96 palletized seats for passangers or transport pallets and other loads thanks to their freight floor and large upwards-opening rear door. The payload is over 10 tons.

The 32 Squadron 'The Royals' of the RAF already has two BAE 146, but these are of another variant, and normally dedicated to VIP transport. They have nonetheless been active in operations related to Afghanistan.

Quick News - UPDATED 23 May

350 million pounds in design work for Successor Submarine (Vanguard Replacement): announcement expected in this week.

UPDATE: announcement delivered. 328 million pounds for BAE in design work, 4 million to Rolls Royce for initial work on integration of the PWR3 nuclear reactor into the new submarine and 15 million to Babcock for initial work on solutions for in-service support.

The expenditure is part of the 3 billion pounds budgeted in 2010 for early SSBN design activities and long-lead orders. The 3 billions will be progressively committed to the program by year 2016, when the Successor Submarine program will meet its Main Gate decision point. By then, the design is expected to be at least 70% mature, and long lead orders will have been placed for the first 3 vessels, for a value of 380 million pounds for the first down to six for the third.
Expenditure on the fourth submarine will only happen (eventually) post 2016, when the decision is taken, at Main Gate, about the fleet consistency. The committment to retain Continuous At Sea Deterrence (CASD) is a strong factor in favor of a 4-boats fleet. While CASD is in theory possible with 3 vessels, there is no marging at all for problems that, occasionally, do pop up.  



8th RAF C17 handed over by Boeing: wow, that was fast! 200 million pounds well expended.



Voyager troubles: in order to meet delivery targets, at least one more of the RAF's Voyagers will be converted in Spain and not in the UK. Work ongoing to solve the fuel leak problem with Tornado in-flight refuelling.



NATO signs AGS contract: 1.7 billion dollars for the 5 Global Hawk Block 40 drones, to be based in Sigonella. Everyone in NATO expected to contribute to support costs, but France and UK want to offer Heron drones and Sentinel R1 airplanes respectively instead of cash. That would save the Sentinel from retirement in 2015, so it is double welcome if confirmed.



A new Squadron to stand up on RAF Leuchars with Typhoon jets: I Squadron RAF to return officially on 15 September this year as Typhoon squadron, after having been a Joint Force Harrier GR9 squadron until 2011.
Once I Sqn was expected to be a JCA/F35 squadron, among with IV squadron and possibly 800 and 801 Naval Air Service squadrons. Plan has changed in recent times, however, and IV Squadron identity went to the Hawk T2 training squadron already.
Who gets the F35?
And has something changed regarding Typhoons transferring to Lossiemouth, with Leuchars to become an Army Base?
We might not know until near year's end, when a new, updated Basing plan for the forces is expected.



Big export win in Saudi Arabia: officers and pilots of the kingdom of Saudi Arabia will train british style, using 22 Hawk Advanced Jet Trainers, 55 Pilatus PC-21 and 25 yet-to-be-chosen primary training aircrafts, procured in a 1.6 billion pounds deal with BAE systems.

Future Strategic Tanker Aircraft - Inside the Voyager world

Today, my focus goes on one of the big-ticket items in the defence budget, which also happen to be one of the most controversial: the 10.5 billion pounds, 27-years FSTA PFI contract for the provvision of Voyager air tankers to the RAF. To do so, I’ll use as always many sources, but mainly I will take the interesting data from the 2010 NAO’s report on FSTA. And I’ll try to see if the “FSTA is exclusive, we can only refuel our planes from them” argument is valid, or if it is a myth.


Why PFI?

The decision to go Private Financing Initiative for the future AAR/Air Transport fleet is as old as 1997, and stems from the necessity to start a timely replacement of already aging AAR platforms while having no budget available for it. In 2000, the MOD was expecting that, to acquire a new fleet of AAR assets, it would have to commit, for a period of at least four years, capital funding of 1 billion pound per year, equivalent to some 5% of the total procurement budget over the same period. In practice, a “save now, pay later” approach, apparently based on the assumption that “later” it would have been easier to find money.
The NAO is quite critical in regard to this approach, and it is generally thought that a more conventional acquisition would have cost less. But then again, the MOD was unable to spend one billion a year on a single procurement effort of this kind to acquire outright a new fleet, so it is difficult to really judge the wisdom of the decision. We are where we are.

Finalizing an agreement turned out being more complex than expected. It took nine years to reach contract signature, resulting in the in-service date of FSTA being delayed by 5 and a half years. The Project’s Team, in 2004, all but recommended cancelling the programme, but only in 2007 the MOD seriously considered to back out of the PFI way and select a different path. The “Plan B”, also based on A330, was expected to cost 9.9 billion pounds, being centered on used A330 airframes taken up for conversion, supplemented by four of the A400 Atlas cargo planes being acquired with demountable AAR kit. The option was soon abandoned, and industry was not involved in refining the concept, as the MOD feared to upset the market, on which it was negotiating, at the same time, the PFI deal.

The contract
Signed in March 2008, the contract with Air Tanker is a PFI of 27 years duration (24 of which of effective service following delivery), stretching to 2035. Air Tanker is to deliver the RAF a core fleet of 9 airplanes, with a further five accessible on request, and otherwise available to lease for external usage by commercial/military users. Of these nine planes, 7 will be fitted for, and only 5 will be fitted with, the Fuselage Refueling Point, especially suited for refueling large airplanes such as A400 and AWACS, apart from, of course, offering a third refueling point for fighter aircrafts. 

The MOD will pay the fleet depending on the usage it makes of it, with a minimum contracted amount of 9000 flying hours per year. 

This is what the FSTA contract delivers.

Cost per year planned is 450 million pounds. Of these, 390 millions are direct payments that the MOD will make to the AirTanker consortium: 80 millions are the costs of operating the service, with the remaining 310 millions covering financial aspects, profit for the consortium, capital costs, planes and infrastructure costs. The remaining 60 millions are the expected average cost of personnel and fuel. This gives, over the 27 years of contract, the expected cost of 12.3 billion pounds indicated by the Treasury, against MOD figures of 10.5 billions.



48 million pounds were expended between the start of the Assessment Phase and Contract Signature: 27 of these were spent on advisers (!), 10 for supporting the bidders and 11 on internal costs. The 10 million figure for “supporting the bidders” is a MOD funding destined to the losing bidder, meant to keep the two teams interested in the competition, and spur them on to make proposals, and possibly good ones. This was done because the proposals filed in in 2001 by Air Tanker and TSSC were both weak, leading to revised bids being made in 2003. TSSC was finally de-selected in 2004 as their proposal was 19% more expensive, and left the MOD with little freedom as they argued for an almost immediate (by 2005 at the latest) buy of a complete package of Boeing 767 platforms. The Air Tanker bid, however, was so commercially immature that, as already said, the programme was recommended for cancellation. In practice, one offer sucked, the other too. It was only after Air Tanker shouldered more of the risks that it was selected, in 2005. In the meanwhile, Air Tanker had managed to raise on the market some 2.5 billions of funding, which it needed to kick start its work.



Essentially, the PFI’s blessing is that the MOD has been paying only a few millions in advisers, legal advice, negotiations and other issues, but won’t be paying the FSTA service until this is in service. After that, it will pay considerably more annually than if it was using a traditionally owned fleet, but it will have avoided the huge up-front cost of acquiring the airframes, infrastructure and other activities, which are covered by the Air Tanker Limited consortium.





The mess of changing requirements

There were many changes in requirements, even pretty late during negotiations. The most evident problems stemmed by the MOD and RAF being unable to agree a basic core fleet requirement: the MOD reduced the planned fleet from 17 to 14 airplanes, with core fleet of nine, to achieve savings. The RAF contested that they expected, at this point, to need a core fleet of 10 planes. After long internal debate, the MOD subsequently tried to negotiate an option for a tenth machine in the core fleet, idea that was ultimately abandoned later on. 



Differently from Italy, Japan, Australia and US Air Forces (Italy, Japan and US use the Boeing 767, with Italy having acquired 4, only coming in service this year, after years of delays and technical issues. Australia chose the A330 MRTT in the cargo variant), the MOD decided they had no requirement for a “cargo optimized” airplane with cargo doors and reconfigurable decks. It is not clear which position the RAF assumed in this regard. The A330 for the RAF are in the “passenger” variant, and this limits quite massively a potential for cargo transport which would otherwise be massive: unfortunately, it represent a big loss of capability that could have been simply invaluable. Think Defence covered this aspect extensively in his article.





The current fleet: aging, less available and more expensive by the hour

The cost of the combined Tristar and VC10 fleets (9 [of which 3 passengers-only, 2 passengers-tanker, 4 passengers-cargo-tanker] and 15 [10 passengers, freight and tanker, and 5 tankers with limited passenger capability) in 2008-09 cost, according to the NAO, 327.2 million pounds. This cost has been on the raise due to the airframes getting older and more expensive to maintain and keep operational. In 2008, the average cost of a flying hour for the two types, has a cost in mainteinance of 6000 pounds. An increase of 35% compared to 2002 values. By 2015, projections indicated that the cost of the two fleets might have reached 500 million pounds cost per year. At the same time, their availability went down, causing a reduction of over 21% in flying hours compared to the early 2000s. In 2008/09 the two fleets delivered 84% of the expected usage level set by the MOD, with a reduction of 12% in availability for AAR ops and 8% reduction in availability for air transport compared to two years previously. Each aircraft reported an average drop in “fit for purpose” availability of some 23 days, for a total of a combined 550 days of unavailability, meaning two planes less for the year. In 2008/09, 29 missions were cancelled prior to starting because of unavailability of AAR assets fit for purpose, and a further 17 percent of the 486 yearly AAR flights were cancelled due to unserviceable aircrafts.  



Even so, it is to say the least alarming that the AirTanker service is going to cost, new, almost as much as the larger, combined fleets of Tristar and VC10 at the end of their service dates. To be fair, though, the NAO specifies that the direct comparison is not viable, as the VC10/Tristar cost does not include the sunk costs connected to the original acquisition of the airplanes, training and infrastructure. The total figure for VC10 and Tristar is certainly higher. It remains to be see if it is higher than FSTA’s own cost.  





Airbridge work

The crumbling availability of Tristar and VC10 has been one of the main causes of a constant increase in the practice of chartering civilian aircraft for transport of personnel towards and from Afghanistan. The Tristar fleet flies some 5 flights per week in support of Herrick, with a spare airframe kept on Brize Norton to provide back-up to the tasked fleet. 

The Voyager is the biggest plane the RAF ever operated in its history.




To provide an idea of what we are talking about, it is worth noting, from another NAO report, that between February 2007 and October 2008, some 613 airplanes were chartered for supporting operations in Afghanistan, at a cost of 125.9 million pounds. In the same period, 799 aircraft were chartered for Iraq, for 102.3 millions. Some 172 of these planes were large freighters (the huge An124 Condor cargo planes chartered from Ukraine companies to airlift heavy vehicles in Afghanistan, underlining the insufficiency of the C17 fleet and, to a degree, even of its performances), 293 were small freighters and 149 were for personnel transport. Both of these last two figures are relative to roles that, in theory, are, in total or in good part, a job for C130, Tristar and VC10, and in future A400 and FSTA.



And this is a single year!    

Currently, transport of personnel by civilian aircraft covers the route from and to the UK, to the closest-to-Afghanistan base available. Mainly, Cyprus, but other locations in the Middle East are used as well. Tristars and civilian aircrafts cover the first leg of the travel, then personnel moves onto C130 and C17 airplanes, which are fitted with adequate protection and electronic countermeasures, and they are flown into Afghanistan. This approach works, but at the same time ties down precious C130s and even more precious (and very expensive) C17 flying hours for non-efficient use of their capabilities.



The original FSTA requirement did not envisage the aircraft flying directly into high-threat environments such as Afghanistan. However, this requirement changed during the procurement phase and the Department’s 2006 Concept of Use document for FSTA established the need for the aircraft to be fitted with a range of platform protection measures, such as flight deck armour and vulnerable point protection, to fly into high-threat environments. There was no approved funding for this requirement at the time it was  introduced. The Department did not establish a formal requirement for all large aircraft to be fitted with the full Theatre Entry Standard equipment, including fuel tank inerting, until 2008.



The required platform protection measures were not transferable from other aircraft types and therefore required specifi c solutions to be developed for FSTA. The Department sensibly decided to continue negotiating the contract with AirTanker without altering its requirement, thus preventing delays to the negotiations. The platform protection modifications were the subject of a 2009 feasibility study costing the Department around £1.5 million, but are likely to require further research. The platform protection modifications to FSTA could cost several hundred million pounds, and the Department is reviewing the costs and technical requirements against other options.



To preserve the delivery schedule for FSTA, any modifications will be retro-fitted to the aircraft after they have been delivered, although this will take a number of years to complete. To compensate for the time this would take, the Department is addressing equipment obsolescence and performance issues to extend the life of the Tristar fleet, notably by replacing the flight management system and cockpit displays at a cost of £23.5 million. This work is proving more complex than anticipated and has meant that one aircraft has been unavailable for more than 18 months, rather than seven months as scheduled.

A330 Voyager KC3


The height of the demented decisions is reached when we read that the MOD has committed itself to pay AirTanker 8000 pounds for flight and 300 pounds per hour of chartering of third part planes. As we have seen, the MOD currently heavily uses chartered flights to support Afghanistan, used them in Iraq, and, more recently, used them again for Libya by bringing in and out personnel and materials. 175 million pounds a year have been expended in chartered flights between 2006-07 and 2008-09.

The FSTA contract includes a number of “exceptions” to this rule, and one has to hope that ADDITIONAL flights chartered over and above the FSTA planes flights are not subject to this penalties. I can accept that FSTA wants to ensure that its planes are the first choice for establishing an air bridge, and the new tankers will of course have this role by default, but since they won’t be enough to sustain large ops, it would be absolutely absurd to be unable to charter additional planes without paying penalties.

It is absolutely evident, that, being tied down as the MOD is to using FSTA airframes for all future airbridges, the fleet MUST be properly kitted with self-protection systems and measures, as the planes will have to be able to work in all environments, and not just in permissive ones. 

The commercial arrangements of the contract, including the feared Exclusivity clause.

The Myth of “exclusivity” of FSTA air refueling service

With alarming frequency, the internet reports the worries of people who think that fitting A400 Atlas or F35C with AAR pods is a breach of the FSTA contract. I’ve tried to find indications in this sense in the NAO report, and even on the Air Tanker website itself.



As of now, I can conclude that this is just an urban legend, probably stemming from wrong interpretation of the Exclusivity clause (see in the image from NAO report) which, as we have seen, does not apply to proprietary platforms (it talks specifically of “charter”) and it is far more likely to put the RAF in trouble regarding airbridge work, more than AAR. 

There is only one supplier of charter AAR platforms in the world which the RAF could contract, after all. This is Omega Aerial Refueling Services, Ins (OARS), founded in 2004 to provide AAR service to the US Navy from the Omega Air tankers fleet. This civilian company flies a fleet  of converted civilian air jets: their first air tanker, an ex-Pan Am Boeing B-707-300, was certified as a two-pods air tanker compliant to NATO norms in 2001. In 2006, they put into service a second tanker, another B707 (K707 after conversion) which had been, in its previous life, a Royal Saudi Air Force diplomatic transport. On the KC-707, Omega has 2 Sergeant Fletcher baskets on the aft centerline of the aircraft. Only one basket/hose assembly can be used at one time. The other basket acts as an immediate spare should it be needed due to malfunction or damage. Only one plane can refuel at any one time. One of the two K707 is a cargo plane with cargo door, and has no seats. The other can carry 5 to 8000 kg of cargo and/or 19 seats. However, In May 2011, one of the two K-707s was destroyed in a crash at Point Mugu, California and, ironically, the company ended up acquiring three ex-RAAF K707 air tankers to replace the lost airframe (by the end of this month, according to plans) and eventually expand its fleet later on with further conversions.
The RAAF is about to refuel its F18s from chartered K707 airplanes it previously owned!  

In 2007, their third plane, a former Japan Air Lines DC-10-40, was converted and certified as air tanker (KDC-10), with two pods under the wings, so it can refuel two planes at a time. This plane has 174 seats.
All three the Omega tankers can be expected to fly, on average, some 1200 hours a year. 

The managers of Omega are often ex-US Navy men and aviators, with most of the company's pilots being ex-USAF pilots. In the past seven years, Omega claims to have flown over 2,500 missions and 8,500 hours, while offloading over 90 million pounds of fuel and 23,000 plugs, with a stated 98 % Mission Completion Rate. 

In 2008, Omega completed its first global deployment by transporting a squadron of RAAF F/A-18s from RAAF Tindal, Australia, to Eielson AFB, Alaska for a USAF Red Flag exercise and back again.
Canadian Air Force CF-18s have also used Omega during past joint training and Omega is currently providing air to air refuelling (AAR) services to the Royal Australian Air Force as a bridging option, since the country gapped its air refueling fleet by retiring its 707 airframes, with the first A330/KC-30A replacement tanker expected to achieve full operational capability only in 2012.
In May 2008 OARS also supported the Royal Air Force, using an Omega K-707 and its KDC-10 to refuel GR4 Tornado from New England to Arizona. This is the only chartered AAR ops of the RAF i'm aware of. This kind of operation is now unlikely to be viable without breaching the Exclusivity clause of the FSTA contract, but it does not appear to be a serious issue.

Omega can service users other than US Marines and US Navy only by paying said service via US Government channels, as the company is under contract management by NAVAIR SYSCOM PMA-207.5. The tanker is funded for its flying hours to support US Navy and Marine Corps Aviation, not fuel use. Fuel purchases come from government-approved sources, using the same government credit card that military units use to pay for fuel; the costs are allocated and charged to the appropriate squadron, just as fuel from a USAF KC-135 would be. All flights are approved by the government’s Commercial Air Services Manager.

With just two planes left at the moment, not very capable, and very busy supporting US Navy and Marines training and RAAF work, Omega does not seem in the position of representing a likely source of contract breaches for the RAF.



More importantly, in the CVF report of the NAO, even when the document talks of the F35C “Buddy-Buddy” AAR option that the UK is studying, there is again no mention of any “risk” or “additional cost” due to measure being eventually in conflict with the FSTA contract. If there were, you can bet they would be listed and underlined extensively. 



It is safe to assume that there is no problem whatsoever with adopting Buddy-Buddy for the F35C and/or acquiring and using AAR kits for the A400 fleet.

FSTA tankers will also be able to continue delivering fuel to allied planes, as UK planes will continue to be free of refueling from allied air tankers. In the second case, however, a penalty clause exists: beyond certain parameters AirTanker will be entitled to compensation where the RAF takes on more fuel than it gives away.





What can the Voyager do  

The A330 Voyager in the RAF will have two “marks”:



A330 Voyager KC2: two AAR pods variant (7)

A330 Voyager KC3: three AAR pods variant (7 fitted for, 5 with)



Both variants will come with 291 seats for personnel transport, and capacity for 111 tons of transferable fuel. The A330 MRTT has the traditional wide body 2-deck layout of the A330. The lower deck on both versions is the same; it features a semi-automatic loading system and can carry a combination of military 463L pallets and civilian LD3 and LD6 containers, typically either 8x 463L, 1x LD6 and 1x LD3 or 25x LD3.



The A330 is the current kind of AAR refuelers: it is bigger and more capable than the Boeing 767, and carries more transferable fuel than all its competitors. Even in the A330-200F Cargo Variant, which was offered to the US Air Force and which is the variant with the re-configurable top deck with cargo door, weights 11000 pounds more and carries 12000 pounds less transferable fuel, the tanker remains unrivalled in the AAR role.



The A330 is capable of delivering:



-          Deployment: a Voyager can support a packet of four Typhoon fighters (for example) in a 5000 km (2800 naval miles) deployment travel, while also carrying 15.000 kg of payload. With zero passengers/payload, the distance increases to 3600 naval miles. 


T         Transport: with 30 tons of payload (including the 291 passengers) the range is 4500 naval miles. With sole passengers, range can increase to 6000 naval miles.



-          Towline missions: a Voyager can spend 4 hours and 30 minutes on station at 1850 kilometers from its base, refueling other planes from a reserve of 50 tons of fuel. In another scheme, with the distance reduced to 925 kilometers, the time on station is 5 hours, with 60 tons of fuel.



-          MEDEVAC: For medical evacuation, up to 40 NATO stretchers and 20 passenger seats for medical staff to monitor the patients can be installed in the forward cabin. In the aft cabin, there are up to 100 passenger seats.



-          Freighter: in cargo role, Voyager can carry a max of 43 tons.



-

And already, there’s been official speculation of using it as an ISR platform as well: "FSTA is much more than a tanker," says chief of the air staff Air Chief Marshal Sir Stephen Dalton. "It has the ability to stay airborne and provide a [communications] relay facility for much longer than our current aircraft types."



Welcome development, but you will pardon me if I express very serious doubts about the effective possibilities of this, in particular as long as the problem with the insufficient level of Electronic Countermeasures and self-protection features is not fixed.



The leap forwards in AAR performances is noticeable, and will deliver great improvements, easing operations greatly.



For example: in September 2009, the Typhoon went to the Falklands to relieve the Tornados F3 of 1435° Flight in the defence of the islands. The re-deployment was a quite massive operation



ZJ944, ZJ945, ZJ949, ZJ950 and ZK301 departed for the Falkland Islands on September 12th 2009. The deployment involved a total of ten support aircraft from four squadrons flying 280 hours supported by 95 personnel in addition to the fighters and their aircrews. 



In a two-stage operation the aircraft were trailed by tankers to Ascension Island, using the Canary Islands as a staging post. From Ascension, they were trailed again to the Falkland Islands without any outside assistance. The Typhoons were accompanied by a TriStar aircraft throughout, whereas the other air-to-air assets provided fuel at various stages before returning to Ascension; in all, each Typhoon was required to refuel seven times on route. 



The Falkland Islands-based VC10 was on hand to provide a final top-up of fuel if required and to enable the Typhoons to divert to the South American mainland had the weather deteriorated unexpectedly during the nine-and-a-half hour transit. 



In addition, Hercules and Nimrod aircraft provided Search and Rescue cover for the long sea transits, and were equipped with survival equipment and spare life rafts that could be dropped to any survivors in the water in the event of an incident that necessitated an ejection.



The extent of the support fleet required to ensure a successful mission included:



  • Two Tristar aircraft from 216 Squadron, RAF Brize Norton, which flew a total of 89 hrs and involved 26 personnel;
  • Four VC.10 aircraft from 101 Squadron, which flew some 87 hours and involved 28 personnel.
  • Three C.1/C.3 Hercules aircraft from 70 Squadron, which flew 90 hours and involved 21 personnel.
  • One Nimrod MR.2 from 120 Squadron, RAF Kinloss, which flew 14 hours and involved 20 personnel.



The Typhoons arrived at Mount Pleasant on September 16th 2009. ZJ945 subsequently returned to Coningsby, leaving ZJ944, ZJ949, ZJ950 and ZK301 down south: the four planes have now taken the traditional identities of Faith, Hope, Charity and Desperation. 



FSTA would reduce significantly the number of tankers necessary for such a long deployment. However, the Voyager is not magic, and is not an alternative to aircraft carriers for operations abroad: for all its capacity, not even Voyager is capable to support such a deployment: due to the distance between Ascension and the UK (some 4000 naval miles) and that between Ascension and the Falklands (around 3800), several tankers will still be required to cover the long legs of the two-stages transfer.

In terms of ground infrastructure in Brize Norton, on 31 March 2011 the FSTA hub was opened. It consists of a two-bay hangar, workshops, stores and three floors of office accommodation, which means that the Hub operates as a maintenance facility, flight operations centre and main headquarters for all military and civilian personnel working on the FSTA service.

on 20 June 2011 the Training center opened, and began preparing the second group of RAF Voyager engineers. A first group is under training since January 2011.    

On 11 July 2011, AirTanker and the RAF signed an agreement which allows the RAF to use one of the two bays of the FSTA hangar for mainteinance of its C130s, up to two at a time. The scope includes all storage, heating, overhead lighting, power, cleaning and air services.  Amenities for up to 25 maintenance personnel are also provided on site by AirTanker within the new facilities at RAF Brize Norton. The agreement is valid for 16 months, and will help the RAF managing the massive expansion in the number of planes and personnel based in Brize, since all the C130s of the RAF have been transferred to the base from RAF Lyneham.



The first two A330 have been converted in Getafe, Spain, and have since reached the UK, with the first touching down in Brize Norton on 8 August 2011. Trials of refueling, on the ground and in the air, are ongoing as the RAF prepares for the entry in service of the new plane. Meanwhile, the third plane has arrived in the UK for its conversion: Chobam will in fact convert the planes 3 to 14 in the UK. 

The first RAF squadron to use the Voyager will be 10 Sqn, whose formal reformation parade is planned for next year. The squadron was in fact disbanded the last time in 2005, leaving 101 Sqn as the sole RAF VC10 formation.  

Currently, the RAF air refuelling fleet is spread in two squadrons: 101 and 216, with the first using VC10 and the second flying the Tristars.





Conclusion

FSTA is far from perfect. The Voyager has no AAR probe, so it can refuel, but not be refueled. The number of three-points tankers is low, and only half of the fleet is built ready to get the fuselage refueling unit. The A330 airframe chosen, besides, is in the Passenger variant, while the cargo variant would have offered a lot more capability. And the programme is going to cost a lot, on many, many years into the future.



However, it is hard for me to be as critic as many are with FSTA. The Voyager is a superb platform, which will deliver much needed improvements to the RAF capability. It genuinely is world-class, and until France (eventually) buys 14 A330 itself (and they, funnily enough, aim for the A330-200F cargo variant, even if they are thinking about going PFI themselves) there will simply be nothing comparable to the FSTA fleet, outside of the US.



More importantly, I tend to be in difficulty when asked to condemn the PFI approach: it is true, over the 27 years of the programme, it will cost more than outright, classical acquisition. But the truth is that, simply, there was no money for buying the planes: we know how tight the budget is and has been in these years: how was the MOD supposed to find one billion a year per at least four years to acquire the planes?



The UK will pay more for FSTA, but will do so over 27 years, making the cost overall acceptable in yearly terms: we will pay more than we’d pay operating a proprietary fleet, but we will have effectively “skipped” the big capital cost of setting up said fleet. For doing things differently, the money would have had to be dug out of somewhere: either cutting existing capabilities, or biting away other procurement programmes. Delays, as years of Labour have taught us all, do not work well at all in defence procurement, as they push up the total cost in the long term, and only make the problem worse later on.

So it was either “cuts until we have the money”, or PFI, or “financial creativity”, which in Italy often has the shape of money coming to the defence programmes via Economic Development Ministry, as a stimulus to national industry. The UK does not use this kind of tricks to provide money for "spend now, save later" approaches, unfortunately, so arguably the PFI, even if not perfect, was the only way to go. It is not easy to imagine another way to provide a FSTA equivalent fleet and service in another arrangement with the financial reality we have to face.  



It is to be hoped that a joint agreement will be reached with France sometime soon for the utilization of the “spare” capacity of 5 FSTA airframes. Kind of abandoned the (unlikely) option of seeing said planes carrying civilians for some air company, the only real option for the RAF to keep costs down is selling hours to France, which needs them as it had to delay the acquisition of its own new tanker fleet for lack of budget, but is having troubles with rising costs and failing availability of its current, ancient KC135 tankers. Negotiations ongoing from at least last year have recently reportedly been sunk by the RAF/AirTanker deal offer being simply too expensive: it has been said that the cost was put at a prohibitive 40.000 pounds per hour, which makes even the old, expensive KC135 advantageous. But I suspect (and hope) that the story is not over yet. The RAF needs to sell, France needs to buy. An agreement should be reached at some point.



In the longer term, France is thinking about a Public-Private Partnership for its new air tanker fleet. Talks are being held on the basis of a lease and a traditional purchase, with the PPP approach thought to smooth the harsh impact of an upfront acquisition cost estimated at 2.4 billion euro no less, for 14 A330 airplanes at an unit cost of 175 million euro each, to which support, infrastructure and training must be added.

They won’t finalize any decision before 2013 at the earliest, however, with no new plane coming in before 2017 or later: this makes it evident that, especially with performances of the tanker fleet in Libya having been judged poor and lacking, they will need a stopgap measure.
