The huge issues in the Integrated Review

Will the new Review provide an actual plan for the UK's F-35 purchase?

It is very much time to decide, because UK purchases are only planned out up to the 48th airplane. Specifically, the UK is acquiring:

 

3 jets in LRIP 12 (Fiscal Year 2018; delivery this year)

6 in LRIP 13 (2019; delivery 2021)

8 in LRIP 14 (2020; delivery 2022)

7 in LRIP 15 (2021; delivery was to be in 2023 but got slowed down. Just 2 deliveries expected in 2023 now)

6 in LRIP 16 (2022; delivery was to be in 2024 but got slowed down. Just 4 now expected in 2024. A total of 7 jets will thus now only be delivered in 2025)

 

The delay to deliveries was reported by the National Audit Office: basically, the MOD decided to delay delivery to spread out the expenditure across more financial years.

 

Note that Lot 15 and 16 are expected to be part of a 3-lots Block Buy (15, 16 and 17). The final production contract for this Block Buy, which will be as always concluded by the US Department of Defense on behalf also of the international partners, has not yet been concluded but will be in the near future.

The UK currently has no known plan for what to do with Lot 17: will it contain any UK aircraft? Will it be a complete gap year?  

In practice, beginning in 2023, the UK F-35 purchase is all up in the air.

 

The "138" number is probably entirely unfeasible. Many observers have been aware of this for years now, and I’ve written and tweeted about it many times over. Lately, with reports in the Press, it has emerged that this awareness is becoming very much “official” with the Integrated Review discussion reportedly focusing on having 70 accepted as the “minimum credible fleet size” to be pursued.

To me, and to several other observers, this is no surprise and no shock. Arguably, it is merely a measure of realism.

 

For several years now, the number 138 has arguably had zero actual relevance in regard to what the operational fleet can aspire to be.

The infamous key phrase to hang on to the number 138 was “the aircraft will be purchased over the life of the programme”, means the numbers would be spread over many years. Thanks to the MOD’s usual vagueness and deliberate murkyness, nobody even knows how many years.

The annual Major Projects Report has the F-35 programme end date as 31 March 2035, but how this should be interpreted is open to debate. Would 2035 see the last delivery? If so, the last order would have to be placed 2 years earlier, in 2033. Or would 2035 see the last order placed?

According to other interpretations, “over the life of the programme” should be read as “out to the aircraft’s Out of Service Date”, which is tentatively scheduled for 2048 as of these days (with the understanding that this will move to the right by potentially decades, as always happens).

Clearly it would be spectacularly dumb to be purchasing jets just before removing the fleet from service, and there cannot be absolute certainty that the F-35 production line would still be open at all by then. There are fair chances that F-35s will still be in production, but it’s just an assumption.

Not knowing on how many years the purchases are going to be spread out obviously makes it impossible to gauge the relevance of the total number. If purchases are spread out over decades, the actual available fleet will never grow beyond a fraction of the total.

Purchases very late on in the life of the programme might well be replacement airframes to make up for operational losses, or new-build machines purchased instead of replacing early production lot aircraft on value-for-money considerations.

 

In short: 138 was never going to be the F-35’s in-service fleet size.

138 F-35 would suffice for 6 or 7 squadrons, maybe more, but there is no manpower and no infrastructure for that to happen. That's why the number is meaningless and has been for years.

We have only ever been told there would be 4 F-35 squadrons.

 

And it would be very difficult indeed to create more.

The RAF currently has 7 frontline TYPHOON Squadrons and has repeatedly made clear that they want to try and squeeze an 8th one out, from a fleet of 140 machines (160 have been procured in total, but 1 was written off after a belly landing at China Lake in 2008; 3 were instrumented production aircraft for development and the Tranche 1 two-seaters have been withdrawn and dismantled for harvesting spares).

If you had 4 F-35B Squadrons, the total is 11 to 12 frontline Fast Jet units. The RAF hasn’t had this many from before 2010. And, notoriously, in 2010 the RAF shrunk down by 5,000 posts.

There clearly does not seem to be any manpower margin to create more Squadrons, even if there was the money to procure the airframes.

 

The fact that 70 F-35s are being described as the bare minimum requirement offers hope that the number of squadrons to be formed is still 4. A fleet of 70 to 80 jets should be enough to deliver that kind of force structure.

 



But again, there are too many things we do not know. One being the number of years in which the force will be built up. If 70 merely replaces 138 as a “through life” objective, we might well never see that many in service at the same time, and thus the number of squadrons would have to reduce.

If purchases are slow, the last 2 Squadrons might form only very late on, perhaps even beyond 2030. That would be very, very late indeed.

 

“70”, “138”, or whatever other number of airframes is individually almost meaningless.

If the Review finally gives us a realistic plan for the formation of the last 2 planned Squadrons by 2030, I invite everyone to leap with joy. 617 Squadron is operational, 809 will only stand up in 2023. What we need to see mapped out is the road that brings us to a third and a fourth frontline squadron.

The exact number of airframes is entirely secondary. Obviously, the more are purchased the easier it will be to form and sustain the fleet in the long term, but adjustements can be made. Less “attrition” aircraft purchased might be balanced by a greater investment in spare parts. Eventual losses should be faced with an eventual, occasional future purchase from a hot production line rather than by acquiring spare airframes early on, which will be difficult and expensive to keep up to date as the aircraft evolves.

 

I will be happy, quite literally, if people stop pestering us with a meaningless 138 number without dates attached to it in favor of an actual plan to get to 80 in 4 squadrons in an acceptable timeframe.

In fact, the UK should not commit to a fixed number of F-35s, and especially not such a high number. There will be time to make future purchases from a hot production line (for example if TEMPEST encounters delays, which is, let’s be honest, almost certainly going to happen; it always does) without having to unnecessarily constrain the Equipment Budget right at this time. 

 

My chief worry is that cutting back on the distant, long-term total number is in itself going to generate zero savings in the short term, were the financial problem sits. What needs to be settled satisfactorily is the timeframe 2023 – 2030 (2035 at the very latest).

This is especially true because the closer we get to 2030, the more F-35 will have to contend with TEMPEST for the same slice of budget. If you want TEMPEST by 2035 it means expenditure ramps up very quickly indeed. The UK has pinned on TEMPEST the future of its Aerospace industry and of its international credibility as a country able to lead a programme of this complexity. As a consequence, TEMPEST is an absolute priority and F-35 will inexorably tend to get crushed under its growing burden.

 

The real question is: can the UK afford another circa 40 F-35B by 2030? It would require the purchase of 5 jets per year beginning in 2023. This should not be unfeasible (the UK has ordered 6 or more jets in every year from 2019 to 2022) and is less aircraft per year than several other F-35 countries regularly order, but we know that the Combat Air budget is not looking very roomy in the next years and the RAF will have TYPHOON upgrades to fund; TEMPEST to develop and, hopefully, the LANCA unmanned loyal wingman to acquire. The same, small share of money will have to be cut up among these main programmes.

The situation is thorny enough that, I will repeat it again, 70 jets should make us all rejoice, provided that they are acquired over a reasonably short timeframe.

The real nightmare scenario we face is the impossibility to even do that.

 

Late 2020s and early 2030s will see TEMPEST expenditure ramping up more and more. As a consequence, I feel that the bulk of F-35 procurement will be over by 2030, by lack of money if not by design. Every effort, in my opinion, should be directed on getting those other 2 Sqns of F-35Bs by that date. And it is not going to be easy. It is in no way a given.

It is to be hoped that getting to 4 F-35B Squadrons will still happen, and that it will happen in a reasonable timeframe. The RAF will be severely short of Stealth capability until that happens, and the aircraft carriers will have a very hard time embarking a meaningful air wing. It would be a very embarrassing situation, as well as a dangerous one.

 

One welcome side effect of this much needed injection of realism is the fact that, if the RAF is at all sane, this will be the end of the ridiculous “Split Buy” idea. The fleet needs to be made up of one type, the B, which can work from the carriers as well as from land.

The F-35A is individually less expensive, yes. Has a slightly longer unrefueled range, yes. And can carry larger weapons in its internal bays, yes.

While these justifications are all true, the numbers (money, manpower and thus number of Squadrons, number of airframes) were never  sufficient to truly justify a split buy and were never going to be unless there was to be no TEMPEST. Splitting the fleet would result in tiny, operationally-ineffective fleets and in near-empty aircraft carrier decks.

The F-35A’s “advantages” would be totally illusory as well: the aircraft would be cheap, but there would be new costs associated to running two separate sub-fleets. Despite much commonality, F-35A and F-35B are not and will never be the same thing and there would be a constant fratricide struggle for securing a slice of the budget for covering the respective “unique” needs.

Moreover, the RAF does not own or plan a single payload which would fit the F-35A’s larger weapon bays but not the B’s ones. The large payloads are too large for both; the others fit the B just fine. So that is, and has always been, a moot point. Looks good on paper but never meant a thing in the UK’s context.

 

Hopefully, with the formation of the next two Squadrons now officially in jeopardy (unofficially, they have been uncertain for years to all who could look at the facts with the necessary realism) and the total number of airframes being revised downwards by 50% or even more, everyone will realize how utterly demented the idea of a split is.

 

The last time there was a 2-Squadrons small fleet, said fleet was offered up for the ritual slaughter because it was “too small to be sustainable and to support any sort of enduring operation, at sea or on land”. And honestly, it was. 2 Squadrons are too few to rotate in and out of task in a sustainable way. 4, ideally 5, is the number you are looking for.

That ‘s why the reduction of the number of squadrons in 2009 sealed the fate of that fleet, well before the 2010 SDSR even started.

That fleet was the HARRIER GR9 fleet. The number of airframes, ironically enough, was still 72 when the cut was decided. The number of crews and frontline squadrons operational on the type determined the cut, not the number of airframes.  

 

Whoever suggested that splitting the F-35 purchase in two to create not one but 2 barely-sustainable small fleets, both too small to meet their requirements, was being very unwise when 138 jets were still the assumption.

Whoever was to still insist on a split buy now would be, and I will unapologetically say this no matter how many might feel offended, an idiot. There really isn’t a kind way to say it.

 

 

CHALLENGER 2 Life Extension Programme

 

There is now a consensus on the fact that, if CHALLENGER 2 cannot be very decisively upgraded, it might be better to just remove it from service because it is suffering severe obsolescence, including in its main armament. The problem is well known: the rifled gun is a british oddity which has the drawback of employing two-piece ammunition. This means that the armor piercing rod cannot be lenghtened, creating a more effective round and putting an hard ceiling to the tank's lethality. It also means that there is no way to adopt the extremely flexible new generation of programmable, multi-mode explosive shells which are critical to counter reinforced positions and urban obstacles. 

I do not disagree on this assessment. The CHALLENGER has aged badly. It is also underpowered: its 1200 HP engine was arguably already inadequate when still new, especially considering that the british tank is heavier than its 1500 HP-powered counterparts. More weight and less power are a bad combination, that even the hydrogas suspensions cannot balance. 

What is extremely irritating, if not downright dishonest on the Army's part, is to come up with this radical assessment only now. Up to literally last year, the official position was that CHALLENGER 2 had no major lethality problems and only needed a refresh to optics, communications and electronics. 

For years i've written about the CR2 LEP and campaigned for the Gun and Powerpack to be at the very heart of the programme,. I went so far to suggest that LEP had no real sense to exist if the main issues were not to be considered. I did so before it was even confirmed that Rheinmetall was bidding a re-gunned upgrade solution, as this 2016 article shows

Yet, the Army initially launched LEP as a very limited obsolescence-removal effort, and it is only thanks to Rheinmetall's courage to show up with a new turret with the smoothbore 120/55 (what the Army wanted but did not dare asking for) that we are now looking at a LEP that, if it will progress, will actually mature the CR2 into that "world beater" it was falsely described as for all these years. 

Specifically, the latest Major Project spreadsheet, released in July and current to September 2019, reports on the sudden "change of heart" regarding CR2 LEP: 


The scheduled baseline project end date at Q2 1920 (30th September 2019) is 31/07/28, has lengthened by 791 days since last year's Q2 1819 date of 01/06/26, due primarily to the following factors;


 - In this period the programme's scope was expanded from obsolescence only to include enhancements to its lethality and survivability. The expanded scope has also lengthened the time to complete the work and increased cost over the assessment, demonstration and  manufacture phases.  These dates are currently subject to negotiation and will be confirmed when the full business case has been approved. 



The baseline Whole Life Cost at Q2 1920 (30th September 2019) is £1,304.19 m, due primarily to the following factors;


 - This reflects the financial position following the capability uplift endorsed by HMT. This sees a capability uplift and extension to the Main Battle Tank out to 2035.




Speaking to the Defence Committee, the Chief of the Defence Staff, previous Chief General Staff and mastermind of Army 2020 and Army 2020 Refine, General Sir Nick Carter, said that it has been "realized" that the CHALLENGER 2 needs the lethality upgrade to effectively face russian armor. 


I think the requirement is now pretty clear, and that is one of the reasons why Challenger 2 is taking a long time. It is because there was this realisation that the programme was not ambitious enough. It needed a smoothbore gun. It needed the ability to put a missile down that barrel to overmatch Armata, as you rightly describe. It needed its protection levels to be significantly enhanced. So the requirement has evolved. I think the Army now has a very clear idea of what it needs. The trick now is to find the resources to get behind what
it needs.

[Note: the mention of a "missile" can be interpreted as a new requirement for a gun-fired ATGW missile, but it seems that Carter was just being very "byzantine" in describing what is just the APFSDS round, but the longer-rod one enabled by the smoothbore cannon]


Carter's words do not reflect positively on him and on the Army as a whole. If they couldn't see the need for upgrade before 2019 they were not doing their job properly. 

The Army, of course, knew perfectly well that the gun needed to change: it was, in fact, looking for solutions already in the early 2000s, when the Challenger Lethality Improvement Programme was tentatively launched. It was in 2006 that a CHALLENGER 2 was first retrofitted with a 120mm smoothbore gun, in fact. Swapping the gun was never an issue: the issue was in the complete redesign needed to fix ammunition storage spaces and make room for the much longer single-piece rounds. This is the main issue to this day: the driver behind the need for a new turret. 

Have they forgotten everything about that phase? Was Carter being overly kind to his political masters, to the point of having the Army shouldering more blame that necessary? He was not shy earlier in the same hearing saying that it depends on money: why, then, say something as hopelessly stupid as this about CR2 lethality problems suddenly "dawning" on an oblivious Army...? 


The handling of the whole CHALLENGER 2 saga is horrible, and it makes me think very unpleasant things of the Army and of the current Chief Defence Staff. 

It strikes me as a binary choice: either there is staggering incompetence at play, or there is a fundamental dishonesty. 

The sudden "extremism" on the CHALLENGER 2 LEP issue at a time in which the risk of seeing the whole fleet axed for real is staggeringly elevate is very puzzling indeed. Up to last year they were fine with doing little more than changing radios and thermal cameras; now it's all or nothing. 

It's a terribly risky gamble. 

If not a deliberate ploy to direct the incoming cuts exactly in that direction. 

It feels like the 2009 reduction to the number of HARRIER Squadrons, which effectively made cancellation of the whole fleet the following year a foregone conclusion. 


Maybe i'm being overly harsh. Maybe my suspicions are unfunded. But it very much smells to me like an underhanded move on the part of what i suspect is a "wheeled faction" which seems to have gained the upper hand within the Army since 2015. 

I've long suspected the existence of a fundamental disagreement at the heart of Army planning between Tracks proponents and Wheels supporters. The dramatic change of priorities in 2015, just after the massive AJAX contract was signed, will always have me wondering. 


It is safe to say that, whatever the final outcome, as far as i'm concerned, the sooner General Carter's era ends, the better i'll feel. The original Army 2020 plan was a mess that had to be fixed with a long list of U-turns in the following years, and Army 2020 Refine now risks to destroy what's left of the British Army. It could hardly have gone any worse than it has. 


The prospect of the Army losing its MBTs and IFVs is one that is very hard to stomach. The destructive effect of such a decision would ripple farther across the force structure than most realize. It would be a life-changing injury for the Army. In the graphic below, I tried to evidence some of the less immediately-evident ramifications of such a scenario.

What is most infuriating about the tracked heavy armour situation is that the Army has laid its head into the guillotine all by itself. As we wait to see if the blade descends or not, we might contemplate the fact that in late 2019 the MOD signed into a 2.8 billion pounds contract for 523 BOXERs, as part of a Mechanized Infantry Vehicle contract which has an overall budget for procurement and first few operational years that is given as 4.6 billions in the latest Major Projects spreadsheet.

It is a fact that the Army put itself into this thorny corner by making BOXER its absolute number 1 priority, despite knowing that these 523 vehicles are a mere start, insufficient in numbers and variants to cover the need of the 2 STRIKE brigades.

 

In an alternate universe, the British Army has not strayed away from the 3 armoured  brigades of Army2020; has not yet bought a Mechanized Infantry Vehicle (MIV) and is making do with MASTIFF in its place but has but those billions into continuing the job it had started on Armour, getting CHALLENGER 2 LEP and WARRIOR CSP under contract and is, as a result, riding out the Integrated Review with a lighter heart.

This is a fact, and no hindsight is required. I’ve been shouting warnings for 5 years about the STRIKE adventure, as you will know if you have been following me for a while. I’ve collected hate from multiple corners, but I’m sadly, once again, proven right.

Believe me, I would very much like to be proven wrong in these cases, but it does not happen.

In pursuit of a concept that remains uncomfortably vague, the Army has put its core capabilities into a guillotine.

 

The MBT – IFV combo is the heart of any modern army. As the graphic hopefully helps understand, the ramifications extend across multiple formations and roles. All of that would have to be re-imagined and re-built around new concepts and new vehicles. This would be very expensive… and thus would likely not happen. Not anywhere near the scale that would be required.

 

Doing away with MBTs would require a very honest and very significant downgrade to national ambitions; a complete re-write of how the Army fights and against what kind of enemy it can go; and the rebuilding of the force structure around new and different vehicles and sources of firepower.

 

The problem is the UK would probably do none of the 3. Multiple governments have shown not to possess the necessary coherence and honesty to admit that having less capability only ever means doing less, not more. And the expenditure required to rebuild the army would be monstrous. If the tanks are cut for lack of money, you cannot possibly expect big amounts of money to be available right away, if ever, to launch a complete reconstruction of the force.

 

The Army would be left with BOXERs for some 4 infantry battalions, and plans for 4 regiments on AJAX. And that would be it. Half of 3rd Division would virtually cease to exist in one go, and since 1st Division is mostly only an empty shell containing multiple Light Role infantry battalions, there would be very, very little left to work with.

 

This is not the time to lose the MBT. Such a decision would also shut Britain pretty much out of any attempt to secure an industrial role in future MBT programmes. One popular option that gets mentioned a lot is “joining the franco-german Maing Ground Combat System”. There are multiple issues with this: France and Germany are not really looking for partners to treat with any equality. Industrial opportunities for other countries will be extremely limited. The UK would be welcomed as customer, not as partner.

And even if this was to change, the UK will have very little chance to secure any important industrial role simply because the relevant capabilities in this sector will have gone.

 

Rheinmetall BAE Land Systems is offering an incredibly fascinating option for a deep modernization of CHALLENGER 2: a whole new turret. This solves the ammunition problem of the CR2, which is the only NATO tank that uses 2-piece ammunition, which prevents the armor-piercing rod to be lengthened, thus hard-capping lethality. The CR2 ammunition is increasingly obsolete and is an oddity that offers zero commonality to NATO stocks and developments. No path to greater armor-piercing capability (important in the light of new Russian developments) and no chance to adopt modern programmable explosive rounds either. The new turret has been tested on a CHALLENGER 2 hull armed with the NATO standard 120 mm smoothbore and the very latest ammunition.

The new turret also comes fully digitalized and with modern systems, including new optics shared with AJAX, offering logistical commonality.

 


The first LEP demonstrator by Rheinmetall (now RBLS) focused on a "conservative" approach by going with the standard 120/55 smoothbore. 




The second demonstrator, publicly unveiled only last July, is more radically new as it comes with the 130/51 smoothbore. The turret is the same, but fitted with extra armour on the front and sides, possibly also as a form of counterweight for the cannon. Rheinmetall is betting big on this turret and this cannon; for them the CHALLENGER 2 LEP is an exciting opportunity, but the turret is very clearly aimed at future developments (MGCS) and at the LEOPARD 2 upgrade market. The first CHALLENGER 2 demonstrator was showcased at the NEDS show in the Netherlands in 2019, along with the 130 mm shell. It was a hint of what was coming, and a clear sign of the turret being meant for far more than just CHALLENGER. In the Netherlands, nobody cares about CHALLENGER. LEOPARD 2, on the other hand...


But more than that, the new turret is a product that Rheinmetall is using to develop next-generation solutions that could find a vast market in the future as LEOPARD 2 customers around the world take an interest.

 

In July it was revealed that the new turret, mounted on a CHALLENGER 2 hull (presumably the 2nd of the tanks given originally to Rheinmetall to become demonstrators for LEP proposals) has been trialed with the new 130/51 gun, which offers an estimated 50% lethality boost.

This new cannon is not yet a given for the franco-german MGCS, but is expected to eventually be officially picked, and it is assumed it will become a NATO standard in time as a consequence.

 

Clearly there is a risk that, in the end, the new gun won’t be so widely adopted. Or perhaps it will only be adopted over many years.

Then again, every risk comes with an opportunity. There is a more than real possibility that this new gun will only grow in relevance in the future, and that it might pick up big export orders.

If the UK became the launch customer and got RBLS to launch production of the turret, gun and ammunition in the country, the heavy armour industrial capability of the country would go from moribund back to very healthy. It would be much easier to secure a role into a future tank programme too. Perhaps even have a leadership position into an alternative programme to the franco-german one, with countries like Italy and Poland not at all thrilled by the virtually inexistent role for their industries if they were to buy into the MGCS.

Rheinmetall is likely to be sympathetic with a UK base for the new turret and gun because London is less likely to impose bans that prevent the company from bagging massive and lucrative middle east contracts. The german parliament has killed off several opportunities that Rheinmentall would have loved to pursue.

 

There is a huge opportunity within reach. In order to make CHALLENGER 2 fit for the next 2 decades, the new turret is a must. And whether it is armed with the 120 mm or the new 130 mm, new ammunition will have to be part of the expenditure. Arguably, this is exactly the time to be bold and adopt the new gun.


 

 

MIV and WARRIOR

 

MIV is a huge part of why the Army’s budget is in trouble, but BOXER is a good vehicle, and there are understandable reasons for wanting wheeled armour. Ideally, there should be both fully tracked and fully wheeled brigades, but the British Army does not have the resources to make it happen anytime soon, and so a different approach is required.

 

As I’ve written multiple times, I think the best compromise that can be pursued from where the Army currently stands is the French one. This means giving up tracked IFVs in favor of wheeled ones.

 

WARRIOR CSP is not yet under production contract, and since the base hull, even after the upgrade, shows all the limitations of age and of a powerpack that is not being replaced with a more modern and powerful one, it might be wiser to just abandon the project and the whole fleet.

 

The money (more than 800 million are earmarked for the WCSP production), the 40mm gun and the turrets should instead be put into BOXER.

Integration of the turret into a BOXER module should not be overly complex. Lockheed Martin fit one onto a BOXER and carried out some early trials, including weapon firings, as far back as 2015. While these industry-led demonstrations involve integrations that are far less mature than one might think, there should be no reason for the turret not fitting on a troop-carrying module.

 

The turreted BOXERs would then be mixed with the APCs already on order with the aim of eventually forming 8 battalions: 2 for each Armoured and Medium brigade. There are many reasons for me to formulate this recommendation, but they all more or less stem from the following main considerations: the Warrior hull is old and tired and the CSP does not quite solve that, nor does replace the old powerpack; an all MIV fleet helps standardization; having the infantry on wheels helps the Army be more self-deployable and means the precious few Heavy and Light Equipment Transports (89 and 77 respectively) are free to focus on moving the MBTs and other tracked platforms, such as AJAX and TERRIER; having at least a portion of the BOXERs well armed with a 40mm gun means that, apart from being able to get to the fight, they will also be able to fight. The current MIV, armed like a SAXON, can get there but can’t get into a fight, only drop its infantry a safe distance back.

Finally, plans for a new tracked support vehicle to replace FV432 seem to have died entirely, and it would border on ridiculous to field a 28 tons tracked Warrior supported by wheeled 8x8s weighting close to 40.

 

Boxer is a modern and well protected hull, and if the Army cannot afford a proper split of tracks and wheels, on balance of merits and defects, wheels should probably take precedence. This is what France has done with the VBCI replacing the last tracked IFVs of the Armee de Terre. 

It is a compromise, since there a tracked IFV will always have a greater ability to run down obstacles and dug-in positions and will always have greater all-terrain mobility than a wheeled platform, but I feel it would be a good compromise all the same.

 

Again, a priority for me would also be to re-evaluate the variants of MIV to be procured, reducing to the bare minimum the number of ambulances and command posts in favor of pursuing instead a 120mm mortar and an ATGW variants as well as, potentially, more APCs / IFVs to increase, if at all possible, the number of mechanized battalions in the Army. With over 500 vehicles already on order, it should be feasible. I’ve written about this in greater detail in a previous article.  

 

The Ambulance role and, wherever possible, the C2 role would be instead “offloaded” onto much cheaper Multi Role Vehicle Protected variants. Regarding MRV-P, I’d personally urge the Army to finally proceed with the programme with the aim of rationalizing the current dog’s breakfast of multiple “mini” fleets, getting rid progressively of Husky, Panther, DURO, Pinzgauer and part of the Land Rovers.

My favorite for Group 2 would be the Thales Bushmaster, to be assembled in their Glasgow plant as promised by the company and by the Australian government.

 

I do realize, however, that a quiet, unspoken further delay to the whole of MRV-P is likely, as it defers expenditure into a vague, undetermined future.

Waiting for Typhoon as the force vanishes


Typhoon: it'll keep us waiting forever

The Ministry of Defence has revealed, in an article on the magazine Defence Focus, issue 273, August 2013, the next planned milestones for the Typhoon fighter jet.
A lot of capability is coming, but, as always with this plane which has sucked the MOD budget dry over decades, slowly. So slowly that, well before the plane is mature, the 52 jets of the Tranche 1 will be withdrawn from service unless there is a (more and more unlikely) change of plan. So slowly that, unless Typhoon gets a mid-life upgrade and life extension, maturity will be achieved just nine years before the type is expected to retire from service.
It is frankly astonishing and depressing to see how the Typhoon sets for itself modest targets and yet constantly fails to achieve them. The weapons that have to get integrated on the aircraft aren't new, except for the Meteor anti-air missile. Brimstone, Paveway IV, Storm Shadow, have all been in service for years and have all long been expected to be integrated on the Typhoon. Yet, even the In Service Date (ISD) for Paveway IV is two years away (2015). A depressingly long time, for the integration of a laser/GPS guided bomb and for the preparation of the force for its use.

The milestones ahead are:

January 2014: delivery of first Typhoon Tranche 3A (airframe number BS116) to the RAF
April 2015: 5th (and last, almost certainly) frontline Typhoon squadron stands up on RAF Lossiemouth
2015: full ISD for the Paveway IV
2016: first Typhoon tranche 1 scheduled to be withdrawn from service, a mere 10 years after the first frontline RAF squadron (3 Sqn) was stood up at Coningsby
2017: Meteor initial testing
2018: Meteor ISD. Storm Shadow ISD at the "end of the year"
2020: Brimstone 2 missile ISD
2021: AESA radar expected to reach full capability

2030: currently expected Out of Service Date for Typhoon

A tiny little bit of good news comes from the fact that the 27mm gun mounted on Typhoon (which years ago barely survived a mental plan to get rid of it to save some money) has now been given Frangible Armour-Piercing (FAP) ammunition, made by the german Rheinmetall.

The company thus offers a new type of ammunition for its 27mm automatic cannon. Highly effective against hard- and soft-skinned targets, the company’s frangible armour-piercing (FAP) ammunition 27 x 145mm/ PEB 327 performs its mission without conventional explosives or a fuze. Weighing 260 grams, the projectile is completely inert. It consists of a core made of a frangible tungsten mix, enveloped by several layers of tungsten-steel alloy. When the projectile penetrates the target’s outer skin, it progressively breaks up, causing catastrophic damage as it travels deeper into the internal structure of the target. A high-energy cloud of fragments and shrapnel results, reliably destroying the target. Thanks to its inert projectile and lack of toxic elements, the FAP 27mmx145 is also suitable for training purposes. Moreover, there is no need to store special service ammunition, obviating the need for expensive demilitarisation at the end of its shelf-life. This results in substantially lower lifecycle costs. Rheinmetall has already started to supply the Royal Air Force, the first customer for the 27 mm FAP, with 244,000 rounds of this innovative ammunition.

FAP ammunition is a valuable addition to the Typhoon's capability, especially when coupled with the proper software for land attack, rolling out now with the current program of Typhoon enhancements. This includes gun strafing modes.  

But all the rest is not pleasant. The dates are all uncomfortable. And this is before further delays happen, obviously. In particular, the AESA radar is likely to suffer further slippages, as there is no contract at all agreed by the partner nations with the Euroradar consortium. Only hopes that drag themselves forwards, year on year, barely alive.
Paveway IV integration is ongoing by a long time, and it is depressing to see that ISD is still so far away. I don't think there's any other case in the whole world where the integration of a 500 lbs bomb and its release to service take so damn long.

There is a contract signed for the integration of Meteor on the Typhoon, finally. The document was only signed last June, buring the Paris air show. The 2018 ISD for Meteor represent the hundredth slippage of the intended entry into service of this new air-to-air missile. In the NAO Major Projects report 2012, the ISD for the missile was described as:

The first Front Line Unit is declared Operational with at least (CONF)*** missiles and having demonstrated achievement of In-Service Date 2 Key Performance Measures.

and was scheduled for June 2017, after having been planned for 2015. Earlier still, the ISD had been planned for 2012. 
The extent of the delays to Meteor has been so great that the RAF has had to maintain a stock of AIM-120 AMRAAM missiles for use on the Typhoon, which would otherwise have entered service without a medium/long range AA weapon. The OSD for AMRAAM has had to be pushed to the right already twice, and the NAO notes that the AIM-120 missiles could exhuaust their intended shelf life before the replacement is delivered.

There is some risk that part of the Advanced Medium Range Air-to-Air Missile stocks will not endure until the revised In-Service Date and hence we may fall below the minimum required stockpile liability, although this cannot be confirmed at present.

As far as i know, the Storm Shadow and Brimstone situation could be even worse. Their integration has suffered constant delays in the years, and there is not yet a signed contract, which means that further delays are more than possible.
Storm Shadow, however, should begin test flights on the Typhoon this year, thanks to Saudi Arabia's money and requests. Hopefully, at least the (ridiculous) 2018 target will be met.

The Brimstone 2020 ISD is an even greater problem, as the Tornado GR4, the only platform currently employing the missile, will be retired from RAF service by the end of March 2019, meaning that even in the best case scenario, there will be another gap (the hundredth) in the capabilities of the british armed forces. Any further delay would make the situation even worse. The Typhoon is due to receive the Brimstone 2, the new variant, in development, of the successful Brimstone Dual Mode, comprising a new, more lethal and multipurpose insensitive-munition (IM) compliant warhead and IM rocket motor.

It is expected that the Typhoon will be used, possibly as early as next year, as the platform for the flight tests of the SPEAR 3 missile, a new weapon in development specifically for use on (and into, crucially) the F35. It would be a nice addition to the Typhoon's capability, but there seem to be no plan for integration, and judging from the other weapons, it would take a decade anyway...

The Conformal Fuel Tanks aren't mentioned among the milestones, but one has to hope that they will be adopted at some point, because Storm Shadow, despite early promises, seem to only be compatible with the two "wet" underwing pylons. Which means that, in order to carry the larger cruise missile, Typhoon must do away with external tanks, dramatically reducing its fuel load and, consequently, its strike range. CFTs would remedy to this problem.

There is a very real risk (and in some cases, a certainty) that important capabilities will be (at least) gapped as the Tornado GR4 force is swiftly reduced, then wholly removed from service in March 2019. The RAPTOR high-definition imaging reconnaissance pod has not a planned future after the withdrawal of Tornado, and a replacement is not in sight. For a while at least, there might not be the capability to fire Brimstone missiles. And further delays are always possible, which would make everything even worse.
By April 2014, two of the five Tornado GR4 squadrons will be disbanded: 617 Sqn and 12(B) Sqn will go, with the first scheduled to move onto the JSF program to work up to become the first british, frontline F35B squadron.
It will 2016 before the squadron stands up again, in the US, on the MCAS Beaufort airbase, and 2018 before it moves to Marham, in the UK, and achieves an initial combat capability. A second F35B squadron, with navy colors, will stand up later on, with the plan yet to be finalized and announced.

With the fifth squadron on Typhoon to stand up only in 2015, it means that next year the RAF will be down to just 7 frontline squadrons (four on Typhoon, three on Tornado GR4) and only in 2015 will return to 8 (5 + 3).
The consistency of the frontline fleet will further drop in 2019, when the remaining Tornado squadrons disbanded. It is seen as highly likely that, during 2019 and 2020 at least, the UK will be lining a paltry six frontline squadrons of combat jets (5 Typhoon, 1 on F35B) rising to seven possibly within 2023.

Some time ago, it was suggested that the Tranche 1 Typhoons could be kept into the 2020s, to sustain a sixth and perhaps even a seventh squadron, to keep up the number of frontline fast jets formations. It does not seem to be the plan. The suggestion would appear to have been turned down, if it ever was seriously made within the RAF.
That means retiring 52 Typhoons aging just about 10 years each, while cutting, in the next six years, the number of combat squadrons from 9 to 6.
Before the SDSR 2010, the combat squadrons were 12 (3 Typhoon, 2 Harrier, 7 Tornado GR4), and this means that, in less than ten years, the consistency of the UK's fast jet force will have been brutally halved. And despite promises of possible "additional F35 orders", it is hard to see the force being in the position to argue for the regrowth of combat squadrons if the number is allowed to drop so much, so quickly.

This Typhoon shows off its payload capability: from bottom to top, ASRAAM, Meteor, Storm Shadow, Brimstone 2, Meteors and 1000 liters fuel tank under belly, a SPEAR 3 rack, Taurus, Meteor, ASRAAM. In practice, for several more years, the only stores actually cleared for use on Typhoon are ASRAAM and the belly fuel tank.

Regardless of what you think of the airplane, Typhoon is a disaster under many points of view. It is taking ages to live up to its promises, a lot of its capability will continue to exist only on paper for many more years. It has sucked the MOD budget dry over decades, swallowing billions of pounds. And when the deliveries are completed, around 2018, the RAF will have taken 160 Typhoons without, on current plans, ever having more than 5 frontline squadrons. That's a combat force of 60 aircrafts, from a total order of 160.
For each frontline Typhoon squadron of 12 airplanes, if the retirement of the Tranche 1 between 2016 and 2019 goes ahead, the MOD will have procured and paid for 32 aircrafts. An abomination.



F35: 48 guaranteed. Maybe not.

The F35, in the meanwhile, is moving onwards. Main Gate 4 is due in the coming months. This is expected to mean approving the purchase of 14 jets, which will be used to form the first frontline squadron on the new type (617 Sqn).
The UK has so far received three airplanes, to be used for tests and evaluation. A fourth aircraft will be part of the LRIP 7 lot of production, and long lead orders have been placed for four more inside LRIP 8.
The fourteen jets to be now approved might or might not include these four. It is not clear yet.

17 Squadron has given up its Typhoons (moved to 41(R) Sqn) and has disbanded to move onwards towards an F35B role. Between late 2014 and early 2015, the squadron will stand up again, on Edwards AFB, in the USA, as Operational Evaluation Unit for the british F35B force. 617 Sqn is scheduled to stand up in 2016 as the first operational squadron, based on MCAS Beaufort, where the personnel will be trained and the squadron built up to strenght before it moves back to the UK in 2018.

Flightglobal reports that decisions on weapons integration will have to be made as well. Unfortunately, this part is not as clear as we'd like. SPEAR 3 is described as a replacement for Brimstone, and this is incorrect as they are two completely different weapon systems and will actually co-exist at least for part of their service life. The misunderstanding probably generates from the fact that all complex weapons programs in the air sector have been grouped under SPEAR (Selective Precision Effect At Range); with SPEAR Capability 1 covering development and improvements to the Paveway IV bomb, SPEAR Capability 2 covering the evolution of Brimstone, SPEAR Capability 3 being a whole new weapon primarily developed with the F35 in mind, and with SPEAR 4 being the planned mid-life upgrade to Storm Shadow, to be made in the early 2020s in collaboration with the french. 
Here is interesting to note the 24 number: in order to carry 24 SPEAR 3 missiles, the F35 will have to carry six quadruple racks, which means four will be carried externally, under the wings. This seems a wise approach.

Paveway IV, at least for now, is only being integrated for internal transport, which means just two bombs. Hopefully, this is only valid for Block 3 software, with an expansion to cover external pylons afterwards, because it would be a waste to ignore the other hardpoints.

The ASRAAM situation couldn't be more confused than it is. Once it was planned (who knows why) that it would be integrated for all-internal carriage, with four missiles to be fitted in the bays. This ridiculous arrangement, which would give a stealth load consisting of just four short-range AAM, in a sort of modern imitation of the Sea Harrier FSR1, was abandoned by 2008, with the decision to move to an integration plan comprising two internal and two external missiles.
Now, although it is not clearly explained, it seems we are down (as was to be expected, see my earlier reports on the complexities of using IIR, rail launched missiles from inside the weapon bays) to the sole external integration.

The good but bad news of the day is that the MOD is still only hoping to have Meteor integrated as part of the release of the software Block 4 on the F35 fleet (not before 2020, indicatively). The news is good because it confirms that the MOD is working on it, but it is bad because, by this point, we should have much more than just hopes in hand.
One year ago, the US hoped to finalize the list of requirements for Block IV by March 2013, but it seems the target has been missed.
The delay in formulating a final request for Meteor integration might be partly due to difficult negotiations between UK and Italy: the two nations hope to share the Meteor integration costs on a 50:50 basis, but in Italy the F35 is a particularly sore political subject right now, and the italian MOD is probably having a tough time in getting a go ahead for this project.

Perhaps more worrisome is the news that even the 48 F35B order promised as part of the 10 year budget will actually be approved on at least two separate Main Gates: according to Flightglobal, a "Main Gate 5", planned for around 2017 is "expected to approve the remaining balance of the first tranche of F-35 procurement."
In practice, if Main Gate 4 approves the order of 14 airplanes, in addition to the 3+1+4 already delivered, ordered or pre-ordered, Main Gate 5 will have to confirm the order for the remaining 26 airplanes.

In the middle, in 2015, there's a Strategic Defence Review. And they never seem to deliver good news.

Budget and updates




Budget: a simple explanation of the defence situation

The Budget 2013 brings further pain to the armed forces, with a reduction of 249 millions in 2013/14 and 247 millions in 2014/15. 
These cuts are in addition to the Autumn Statement reductions of 250 and 490 millions, and in total mean that over the next two financial years the MOD is seeing its funding reduced by roughly 1.3 billion pounds, making it (once more) one of the biggest contributors to spending cuts, regardless of the disproportionate damage that such cuts (relatively tiny in comparison to wider government spending) have on military capability. 

The MOD has been given permission to carry over into the next two financial years the huge underspend of the year 2012, accounting for between 1.5 and 1.6 billion pounds. 
This may look good on the Chancellor's spreadsheet, but it does not represent a particularly good item of news for the MOD. 500 millions out of that figure were unallocated money built in the 2012 budget, which was not used. It will now be clawed back by the Treasury with the new wave of cuts. This is a relatively neutral budget measure, in theory, but the MOD naturally was hoping to be able to employ that money in the coming financial years to cover some of the many requirements that remain without a budget. 
Potentially much worse is the fact that the remaining one billion of "underspend" is made up by money which was originally reserved for very specific needs: 500 millions were planned to be spent on ongoing equipment programmes, but weren't use in 2012 because of changed programme timelines. We have to assume that this money will still be needed in the coming years, however.
Similarly, the remaining 500 millions had been set aside to cover the costs of industrial liabilities and redundancy payments connected to equipment and manpower cuts. They ended up not being needed over the course of the year 2012, but we can safely assume that most, or all of this money will need to be used in coming years.

In practice, the MOD is carrying over 1.6 billion of which up to 1 billion was needed (and planned to be used) for several voices of expenditure. 
The MOD also has roughly 200 millions of uncommitted money in the 2013 budget and 200 millions in the 2014 budget. 
The 1.3 billion cut can be managed without eating into the Contingency money and the 8 billion uncommitted money for the White Board list of future programs, but it is going to be more of a problem than the Government wants you to believe. 
Using the carried-over 2012 underspend and the uncommitted in-year reserves, the MOD can probably manage. Just. 
However, there's up to 1 billion of expenses that the MOD hoped to cover with the 2012 underspend, and if all of that expenditure does indeed come up, the ministry will have to eat away all the contingency money built into the next two financial years and still have to find up to 300 millions from within its accounts.   

The Treasury is also cutting 300 millions from the Treasury Special Reserve which pays for Afghanistan operations. This is made possible by the accelerated withdrawal of combat troops. 
Such war expenditure fell from £3.777 billion in 2010-11 to £3.458 billion in 2011-12. In December last year, the MOD estimated the war costs for 2013 to go down all the way to 2.5 billion: it is not clear at the moment if the 300 millions removed from the Treasury are part of the planned reduction in spending or in addition to that original target. 
In any case, it is to be hoped that such reductions does not damage the forces on the ground and the withdrawal of equipment and stores back to the UK, which is also going to be funded by this Campaign budget. 

The real battle for the future of the Armed Forces will be fought to ensure the Treasury does not slash the baseline budget for the MOD for the spending period starting in 2015/16. The assumption is that the MOD will get a general budget flat in real terms, with a 1% uplift to the sole equipment budget. The uplift seems safe, but the Treasury will no doubt seek to calculate a lower than promised baseline budget for the MOD, and if it does, the impact will be devastating. 
Unfortunately, Osborne's words from yesterday's announcement read: 

Departmental budgets have yet to be set for the year 2015-16, which starts before the end of this Parliament. This will be done in the spending round that will be set out on 26 June. I said last autumn that we would require around £10 billion of savings from that spending round. I confirm today that we will instead be seeking £11.5 billion of current savings. We have got to go on making difficult decisions so that Britain can live within its means. And because we make those decisions, we can get our deficit down and focus on our nation’s economic priorities.

Total managed expenditure for 2015-16 will be set at £745 billion. How the savings will be achieved will be a matter for the spending round, but existing protections apply. We are also taking steps to help all Departments to achieve the savings required. Together, my right hon. Friends the Chief Secretary and the Minister for the Cabinet Office have indentified that a further £5 billion of savings in efficiency and cutting the cost of administration can be made. This will go a huge way towards delivering the spending round in a way that saves money but protects services.

So too will action on pay. The Government will extend the restraint on public sector pay for a further year by limiting increases to an average of up to 1% in 2015-16. This will apply to the civil service and work forces with pay review bodies. Local government and devolved Administration budgets will be adjusted accordingly in the spending round. We will also seek substantial savings from what is called progression pay. These are the annual increases in the pay of some parts of the public sector. I think they are difficult to justify when others in the public sector, and millions more in the private sector, have seen pay frozen or even cut. I know that is tough, but it is fair. In difficult times with the inevitable trade-off between paying people more and saving jobs, we should put jobs first.

The crux of the matter is that "existing protections apply". That is almost certainly going to condemn the MOD to further, devastating cuts that the armed forces are simply no longer able to absorb. Worse, those devastating cuts are unlikely to significantly change the country's financial situation. You cannot fix the economy of the nation if you refuse to touch departments that represent some of your biggest voices of expenditure. It is impopular? Oh yeah, probably. But you have to do it all the same. You can't fix things destroying the small to tiny budgets while protecting to the end the huge budgets. 



Typhoon progresses 

The Typhoon Tranche 1 is receiving the Drop 2 upgrades, after they were trialed and evaluated on the nine aircrafts the RAF sent to the Red Flag exercise in the US. 

The Drop 3 upgrade for the Tranche 1 aircrafts is already undergoing flight testing, and a Drop 4 is also planned. It is not clear if these upgrades mean the RAF is indeed going to retain its Tranche 1s for the time being, equipping six or seven squadrons with Typhoons to keep the frontline relevant, but i can only hope it is the case. This plan, a dramatic rethink of the long-standing idea of retiring all Tranche 1 Typhoons by 2019, maintaining only 107 aircrafts in 5 frontline squadrons, has been in the rumors for a while, ever since sources such as Jane’s and Combat Aircrafts Monthly reported about it.

The “Drop” approach is a RAF idea to keep the Tranche 1 aircrafts relevant despite their official, four-national plan of development having been finished, as planned, with the Block 5 software release.
Work on the Tranche 1 aircrafts was expected to end then, and all Eurofighter development activities would focus on Tranche 2 and Tranche 3 only. The RAF and BAE, however, have collaborated to develop Drops of improvements, and the other Eurofighter countries have now joined in the development programme. Hopefully, this will allow the Tranche 1 to serve for a much longer time than initially envisaged.

Meanwhile, the first Tranche 3A Typhoon is being tested in the anechoic chamber, and the day of its delivery draws near. Tranche 3A aircrafts incorporate many advancements and improvements, and are ready for the fitting of AESA radar and Conformal Fuel Tanks, both of which have the RAF’s attention.

The Phase 1 Enhancement will be complete by February next year, when the upgrade P1EB will be rolled out on the fleet. The P1EA part of the upgrade has been fully developed and trialed and will be rolled out in the next few months: this will enable the RAF Typhoons (not the Tranche 1, though) to finally use the Paveway IV bomb. Software and hardware improvements are also included in the enhancement package, which will finally make of the Typhoon a true swing-role fighter, opening up the capability to simultaneously employ Air to Air and Air to Ground weaponry. The Helmet Mounted Display is also getting its air to ground mode, enabling pilots to sled the laser targeting pod on targets on the ground simply looking at them.
The Typhoon will acquire complex attack capabilities: it will be able to engage simultaneously four targets with six bombs, or to attack one or multiple targets with multiple weapons having each different attack patterns and parameters. HOTAS commands will be doubled, from 60 to 120, and the autopilot and Direct Voice Data Imput will be improved and expanded to reduce pilot workload even in complex fighting.  
There will also be upgrades to the IFF, Defensive Aids (DASS) and communications.

The Phase 2 Enhancement programme is being planned out. Meteor integration, ASRAAM improvements and Storm Shadow are high on the list of priorities. Storm Shadow, in particular, is now seen as the main focus of the next enhancements, also because partners such as Saudi Arabia are impatient to get the missile.
The first flight of a Typhoon fitted with Storm Shadow missiles is expected this year, with the aim of putting the capability in service by 2015/16. It has been suggested that Saudi Arabia is urging a faster integration, aiming for 2014.
The full integration of Meteor has instead been delayed to 2017, as the NAO 2012 report noted.

The notional calendar for the Phase 2 Enhancement was to see a focus on improved air dominance capability in the 2014/15 timeframe, with Meteor integration and ASRAAM improvements, but the delay imposed to the Meteor and the urgency accorded to Storm Shadow has probably changed things significantly.
In the 2015/16 period, the ground attack capabilities of the Typhoon should be expanded significantly. Some customers (Saudi Arabia, it has been suggested) have required an anti-shipping attack capability as well: for the UK, the focus will almost certainly be on integration of Brimstone 2 and Storm Shadow.
In the same period, the AESA radar will finally begin to be available, and depending on how funding will be released, it is expected that all capabilities will be demonstrated and integrated, in time to reach Full Operational Capability in 2018. This target is very important for the RAF, considering the March 2019 withdrawal date for the Tornado GR4. 

Meanwhile, works continue at Lossiemouth to enable the transfer of the Typhoons squadrons and QRA service from Leuchars. 
1 Hangar Annexes are being refurbished to enable 6 Squadron to move in by December this year. The Hangar number 3 is being prepared for the arrival of 1 Squadron instead. 
A Typhoon Availability Service (TAS) building is planned, which will host maintenance and support mostly carried out by BAE personnel. A facility will also be built for Rolls Royce personnel and equipment supporting the availability of the EJ200 engines and the C4I Squadron infrastructure on the base will be expanded to take in the Ground Support System for the Typhoon.  



Tornado GR4’s last updates

The Tornado GR4s are getting their last updates, as their planned retirement date draws near. A number of Helmet Mounted Cueing Systems have been acquired for use in Afghanistan but are available for use on the wider fleet. The Tornado has benefitted of UORs which have expanded its self-protection capability, thanks to the Advanced IR Counter Measures (AIRCM) pod (a customised version of Terma's Modular Countermeasures Pod/MCP) and its communications capability, but it has also finally been getting the SCOT (Secure Communications On Tornado) package, a software-defined radio system embodying the Have Quick II waveform used for air-ground communications with JTACs and other waveforms including SATURN (Anti-jam Tactical UHF). 

Took a long time, but the Tornado GR4 is better equipped than ever thanks to Terma pods, TIEC and SCOT
An extremely relevant update which has been in the works for years, the TIEC (Tactical Information Exchange Capability), is finally being rolled out onto the frontline fleet. The TIEC, which first flew on Tornado in 2010, will finally introduce a tactical data link 16 capability on the GR4 fleet.
The lack of data link has been one of the biggest limitations to the Tornado’s capability in recent times. Over Libya, the problem was mitigated by pairing Typhoons (fitted with full Data Link 16 capability) to the Tornado GR4. The Typhoon crews would share on the radio the information coming to them via data link.
Now, thanks to SCOT and TIEC, the GR4 will finally be networked in. 




F35 updates

The first british squadron on the F35 will be 17 Sqn, which will work as joint RAF/RN Operational Evaluation Unit. The squadron is currently mounted on Typhoons, but it will “merge” this April with 41 Sqn, the multi-type RAF Test and Evaluation Squadron, which will thus fly with Typhoons and Tornado.

17 Sqn will then reform, in the USA, with the F35B. The first frontline squadron on F35B will be 617 Sqn, and it is expected to stand up on the new type in 2018. In spring next year, 17 Sqn will be operational at Edwards AFB, in the USA, where the first two or three british F35Bs will be based, serving as part of the Operational Evaluation Fleet.
Not far away, at Yuma, the US Marines are standing up their first operational F35B squadron (VMFA(AW)-121) and conducting their own Operational Evaluation with the squadrons VMX-22 and MAWTS-1. The VMX-22 squadron introduced the MV-22 Osprey to service, while the Marine Aviation Weapons and Tactics Squadron MAWTS-1 will work to develop training and tactics for the F35B, inserting it in the Marines’ air force, getting it to work in complex environments alongside Prowlers, F/A-18s, Hueys, Cobra and all other aircrafts part of the USMC arsenal.
The british OE squadron will as a consequence be in the best possible place to gain access to a huge amount of knowledge on how best to employ the new aircraft.

The third british F35B will not be delivered before April, and it will initially move out to Eglin AFB. We will by then learn if this aircraft will be part of the Eglin-based training fleet or if it will also move to Edwards.
The F35B plan, in fact, includes having a training fleet of 6 jets based at the Eglin training centre, alongside the USMC F35B training squadron.
The jets based at Edwards will be busy in Operational Evaluation until 2015/16 at least. Afterwards, they’ll possibly move back to Eglin to be part of the training fleet: it is not yet clear.  

At least a second frontline squadron will stand up with part of the 48 aircrafts to be acquired as part of the 10-year budget, and the expectation is for this second unit to wear Fleet Air Arm colors. It is to be hoped that a third squadron can be squeezed out of the fleet, though.

The british order book so far includes 2 aircrafts delivered, one soon to be delivered, a fourth ordered as part of the LRIP7 and four more in the LRIP8.   

In an interview to a specialized Italian publication, the Italian General Defence Secretary, general Claudio Debertolis, revealed that the british MOD has launched the studies for the integration of the Meteor on the F35 and has formally asked Italy to join a common integration programme. According to Debertolis, the cost would be of about 100 million euro for each country, and Italy is “evaluating its options”.  



UK and MBDA hoping in good decisions

2013 is going to be a very important year for MBDA, which waits and hopes for a series of important decisions to be made by several countries.
As mentioned above, a decision is expected rather urgently from the UK and, hopefully, Italy, regarding the go-ahead order for the integration of the Meteor missile on the F35. A decision made rapidly would allow both countries to insert the missile in the list of requirements for the Block IV development of the Joint Strike Fighter. The requirements for the F35 Block IV are expected to be finalized soon.

MBDA, and the UK MOD as well, are also impatiently waiting for the French defence White Paper, which should be published by mid April. The planning document will determine the fate of the FASGW(H) missile destined to the Royal Navy Wildcat helicopters, and it will have an impact on other cooperation programs including Aster, Storm Shadow mid-life upgrade and on the joint development of a new MALE unmanned aircraft, which is effectively stalled and motionless in absence of a firm commitment from Paris.

More promising is the situation of other possible cooperations, including future generation unmanned mine countermeasure drones for use at sea, the Future Combat Air System UCAV for the 2030s, and possible future joint satellite communications programs. These are generally seen as more secure, also because decisions on them are less urgently needed. 



Army 2020 full overview  

I'm not done working and studying on the Army 2020 plan, and i will certainly write more about it in good time. But you can access excellently informative documents thanks to AFF, which has a document ten times better then the ministerial announcement available from the MOD. Among the news, the passage of the Royal Artillery air defence regiments under Air Command control, presumably meaning that the 57-strong HQ Joint Ground Based Air Defence, already based at High Wycombe, will become essentially a light blue affair. 
Second loss to the RAF for the Army, after the passage of the whole CBRN role to the RAF Regiment. 
My expectations regarding the Intelligence and Surveillance Brigade have been proven entirely right, as 5, 32 and 47 Regiments Royal Artillery, plus 14 Signal Regiment (Electronic Warfare) have been resubordinated to this command. 

I continue to most vehemently contest the decision to put all artillery, logistic and engineer formations under formal command of the Artillery, Engineer and Logistics brigades. I continue to think that no advantage at all can come from this arrangement. 
I also personally entirely disagree with the creation of a new 1-star command in the Military Police Brigade at Andover, especially since the expanded Provost service doesn't even get into the Military Police Brigade but remains under HQ Provost Marshal, meaning that yet another 1-star command has been preserved. With the creation of the Police brigade, at least they could have rationalized this aspect.
